The Ministry of Education and Training is seeking comments on the draft Circular promulgating regulations on admission to secondary and high schools, which clearly stipulates groups of students who are admitted directly and are given priority points in admission to grade 10.
Notably in the draft, the Ministry of Education and Training stipulates adding 2 priority points for children of revolutionary activists before January 1, 1945 and children of revolutionary activists from January 1, 1945 to the August 1945 uprising.

According to Mr. Nguyen Tung Lam, Vice President of the Vietnam Association of Educational Psychology, preferential policies for students in disadvantaged areas, mountainous areas, remote areas, islands and for people with revolutionary contributions are all humane policies.
However, the regulation of adding priority points for the above two cases is "extremely unreasonable". Because, most of the people who participated in revolutionary activities at this stage are no longer around, or if they are around, they are over 95 years old, with grown grandchildren and great-grandchildren. "The elders cannot have 15-year-old children who can take the 10th grade entrance exam from 2025 onwards", Mr. Lam emphasized.
Sharing the same opinion, Mr. Nguyen Van Loan, Chairman of the Board of Tu Ky 2 High School (Hai Duong) said that giving priority points to children of those who participated in revolutionary activities before 1945 is completely unfeasible.
"I don't understand how the lawmakers calculated the age of those who get priority points. Because the children of war invalids and martyrs who fought before 1945 are not necessarily still alive, let alone taking the 10th grade entrance exam or going to high school. If they are still alive, they should probably be studying for a doctorate or becoming a professor, which would be reasonable, " said Mr. Loan, adding that this regulation was introduced seemingly just to "emptily encourage" the families of those who contributed to the revolution.
Both Mr. Lam and Mr. Loan emphasized that the regulation of giving priority points to children of revolutionary activists before January 1, 1945 and from January 1, 1945 to the August 1945 Uprising at the present time is completely meaningless. Therefore, the Ministry of Education and Training should abolish it to ensure practicality.
The draft Circular promulgating the regulations on secondary and high school admissions of the Ministry of Education and Training stipulates that 3 groups of students will be given priority points (added to the total admission score calculated on a 10-point scale for each exam subject), including:
Group 1 (plus 2 points): Children of martyrs; Children of war invalids with a working capacity loss of 81% or more; Children of sick soldiers with a working capacity loss of 81% or more; Children of people granted a "Certificate of beneficiaries of policies for war invalids whose working capacity loss is 81% or more"; Children of resistance fighters infected with toxic chemicals; Children of revolutionary fighters before January 1, 1945; Children of revolutionary fighters from January 1, 1945 to the August 1945 uprising.
Group 2 (plus 1.5 points): Children of Armed Forces Heroes, Labor Heroes, children of Vietnamese Heroic Mothers; Children of war invalids with less than 81% loss of working capacity; Children of sick soldiers with less than 81% loss of working capacity; Children of people granted "Certificate of beneficiaries of policies for war invalids" where the person granted the Certificate of beneficiaries of policies for war invalids has a reduced working capacity of less than 81%.
Group 3 (plus 1 point): People whose father or mother is an ethnic minority; Ethnic minorities; Students living and studying in communes in region I, region II, region III, extremely disadvantaged villages, coastal areas and islands according to regulations of the Prime Minister.
In addition to the 3 groups of subjects with bonus points, 5 subjects are directly admitted to grade 10 as stipulated: Students of ethnic boarding schools at the junior high school level; Students from very small ethnic groups; Students with disabilities; Junior high school students who have won prizes in national competitions, exams, and competitions in cultural, artistic, and sports subjects organized by the Ministry of Education and Training or in coordination with ministries and ministerial-level agencies organized nationwide; Junior high school students who have won prizes in international competitions selected by the Minister of Education and Training.
