Proposal to the competent authority for the National Highway 26B expansion project worth 886 billion VND

The project to upgrade and expand National Highway 26B in Khanh Hoa province will upgrade 13.3 km of existing road from 2 lanes to 6 lanes, including 4 lanes for cars and 2 lanes for non-motorized vehicles.

The Chairman of Khanh Hoa Provincial People's Committee has just signed Document No. 1548/TTr - UBND to the Prime Minister proposing to assign this province as the managing agency of the Project to upgrade and expand National Highway 26B, Khanh Hoa province.

This is a project in category No. 5, Appendix II of Resolution No. 106/2023/QH15 dated November 28, 2023 of the National Assembly on piloting a number of specific policies on investment in road construction and the People's Committee of Khanh Hoa province has completed the work of preparing the report on research and proposal of investment policy under the condition of being assigned as the managing agency.

Accordingly, the Project has a route length of 13.3km; the starting point intersects with the Provincial Road 1B re-routing intersection, the end point intersects with National Highway 1 at Km1415+250. The route will be upgraded and expanded from 2 lanes to 6 lanes, including 4 car lanes and 2 non-motorized lanes; the roadbed is 26m wide, the road surface of the revised lane is 22m wide.

In addition, the Project also invests in expanding 43 horizontal drainage culverts; fully completing the lighting system, traffic safety and works on the route.

With the above investment scale, the Project has a preliminary total investment of 886,827 billion VND, from the provincial budget and other legal capital sources. The Project implementation period is 2024 - 2025.

In case the Prime Minister assigns it to be the governing body, Khanh Hoa Provincial People's Committee commits to completing the National Highway 26B Upgrade and Expansion Project on schedule as approved. In particular, completing the appraisal and approval of the Investment Proposal Report in the first quarter of 2024; preparing, appraising and approving the Feasibility Study Report in the second quarter of 2024; preparing, appraising and approving the construction drawing design and estimate in the third quarter of 2024; completing site clearance and starting construction in the fourth quarter of 2024; completing the project and handing it over for use in the fourth quarter of 2025.

Khanh Hoa Provincial People's Committee plans to assign the Van Phong Economic Zone Management Board - an agency under Khanh Hoa Provincial People's Committee established by the Prime Minister, to perform the task of investor of the Project to upgrade and expand National Highway 26B.

Currently, Khanh Hoa Provincial People's Committee has issued Resolution No. 76/NQ - HDB on the commitment to allocate local budget capital to implement the Project to upgrade and expand National Highway 26B. In case of factors that increase the scale and total investment, the locality is responsible for allocating local budget capital and other legal capital sources to complete the Project on schedule as committed.

The project to upgrade and expand National Highway 26B, when completed, will promote the potential for tourism and marine economic development, enhance the ability to connect key transport infrastructure with spillover effects, create regional linkages, connect industrial parks, export processing zones, potential seaport planning areas and international transport corridors.

At the same time, the route creates connectivity with the regional transport network and connects the technical infrastructure of industrial parks in Van Phong economic zone; creating new momentum and space to serve economic development according to the development orientation of the Nam Van Phong area, Ninh Hoa town according to Resolution No. 09-NQ/TW dated January 28, 2022 of the Politburo and Resolution No. 42/NQ-CP dated March 21, 2022 of the Government.

Thereby, gradually completing essential traffic infrastructure works in the approved planning area, attracting investment, ensuring national security and defense, serving economic development in the southern area of Van Phong Economic Zone in particular and Van Phong Economic Zone of Khanh Hoa province in general.

In addition, when completed, the route will, together with the Khanh Hoa - Buon Ma Thuot expressway, strengthen the horizontal axis connecting the North - South expressway in the East, forming a complete road traffic network to serve the connection between Khanh Hoa and the Central Highlands and the South Central Coast, connecting economic centers and seaports, meeting transportation needs. Thereby, creating regional connectivity and strong development momentum for the Central Highlands and the South Central Coast.
