Previously, in September 2021, the Prime Minister launched the program "Waves and computers for children" to support poor students to study online during the complicated Covid-19 pandemic.
When the program was launched, the Gia Lai Provincial Department of Education reviewed and counted more than 14,000 poor students lacking online learning equipment. By March 2022, the Gia Lai Provincial Department of Education and Training had received over 36.3 billion VND to buy more than 14,000 tablets for students. However, since then, the "Waves and Computers for Children" program in Gia Lai has not been implemented and the amount of money spent on buying computers remains the same.

Gia Lai Department of Education and Training has also submitted many documents to the Department of Finance for appraisal and consultation with the Provincial People's Committee to approve the list of equipment, estimates, and contractor selection plans. However, the documents have not been approved due to problems with procedures and price appraisal requirements according to Circular 58, such as: Documents, sales contracts, etc.
Next, the Department of Education and Training also sent a document to the Gia Lai Provincial People's Committee and the Department of Infrastructure (Ministry of Education and Training) for guidance on implementation. Specifically, the unit requested the Provincial People's Committee to allow changing the type of tablet with a 10-inch configuration, priced at over 3 million VND/device. Changing the type of tablet will reduce the number of support devices for students, but so far the plans have not been approved.

Regarding the above issue, recently the Department of Education and Training of Gia Lai has sent a document to the sponsors, which are 2 Joint Stock Commercial Banks, proposing to change the direction of using funding from the program "Waves and computers for children".
According to the procedure, after the two banks have given their opinions, the Department of Education and Training of Gia Lai province will submit a report to the Ministry of Education and Training for implementation as soon as possible. Specifically, the amount of more than 36 billion VND from the program "Waves and computers for children" is expected to be transferred to buy desktop computers for schools in remote areas or buy laptops for disadvantaged students.
Buying a desktop or laptop will be suitable for actual conditions, because some areas in remote districts have no signal or unstable signal, making it difficult to connect to the Internet.
Explaining the change in the use of funding from the program “Waves and computers for children”, Mr. Le Duy Dinh - Director of the Department of Education and Training of Gia Lai said: “The unit proposed to change the use of more than 36 billion VND from the program “Waves and computers for children” because the procedures and paperwork to buy tablets were difficult and had not been approved by the Department of Finance.
In addition, purchasing desktop computers and laptops will be suitable for actual conditions to effectively use the sponsored funds. Because some areas in districts such as Kbang, Kong Chro... have no signal or unstable signal, making it difficult to connect to the Internet.
According to the leader of this department, after the sponsor and the Ministry of Education and Training agree, the unit will quickly deploy the bidding and allocate computers to schools to ensure the implementation of the 2018 General Education Program. Because currently, 3rd grade students have access to Information Technology, equipping computer rooms is very important and practical. The department will also assign schools to manage and use them for the right purposes.
