Accordingly, based on the socio -economic situation of Ho Chi Minh City, the Department of Education and Training submitted a proposal to the People's Committee of Ho Chi Minh City to develop a special policy to support tuition fee exemption for the 2024-2025 school year.
Specifically, the Department of Education and Training has reported on the implementation of tuition fee support policies in previous school years:
From the 2021-2022 school year to the 2023-2024 school year, in order to promptly support, stabilize, and share the difficulties and reduce the financial burden on parents, students, and the public due to the impact of the Covid-19 pandemic, the City People's Council issued specific city policies to support tuition fees for all levels of education, specifically as follows:
- Academic year 2021-2022: 100% of public school tuition fees will be subsidized, with the total amount of support provided by the city budget being 604.5 billion VND.
- Academic year 2022-2023: To cover the difference resulting from tuition fee adjustments, the total amount of support provided by the city budget is 1,518.8 billion VND.
- Academic year 2023-2024: Support for the difference resulting from tuition fee adjustments for preschool and high school, and 100% tuition fee support for junior high school. The estimated budget for implementing this policy is 1,847 billion VND. Of this, the budget for tuition fee exemption for junior high school students is 1,108 billion VND (1,042 billion VND for public schools and 66 billion VND for private schools).
The Department of Education and Training acknowledges that, after three years of implementing the tuition fee support policy, it has proven to be popular, creating peace of mind and motivation for parents in the city to develop their economy and production and business activities to recover after the pandemic; students can confidently attend school without having to miss classes or drop out due to financial difficulties. This is a superior policy unique to the city and remains a necessary requirement, but adjustments to the target groups and content are needed to suit different periods.
Building upon and further developing the special policy of providing 100% tuition fee support for junior high school students, which received positive feedback from the public in the 2023-2024 school year, and considering the economic recovery and growth factors in 2024, the Department of Education and Training proposes to the People's Committee of Ho Chi Minh City to approve the principle of developing a special tuition fee support policy for the 2024-2025 school year.
The tuition fee exemption applies to students in public and private junior high schools and junior high school continuing education programs, excluding students studying at educational institutions with foreign investment.
The support covers 100% of tuition fees as stipulated in the City People's Council resolution for junior high schools in the 2024-2025 school year. This is projected at 100,000 VND/student/month for Group 1 and 85,000 VND/student/month for Group 2.
The estimated budget for implementing the policy is 421 billion VND. Of this, 399 billion VND is for tuition fee exemption for public school students and 22 billion VND for private school students.
