Accordingly, based on the socio-economic situation of Ho Chi Minh City, the Department of Education and Training submitted to the City People's Committee a proposal to develop a specific policy to support free tuition for the 2024-2025 school year.
Specifically, the Department of Education and Training reported on the implementation of tuition support policies in previous school years:
From the 2021-2022 school year to the 2023-2024 school year, in order to promptly support, stabilize and share difficulties, reduce the financial burden on parents, students and people due to the impact of the Covid-19 epidemic, the City People's Council has issued specific policies of the city to support tuition fees for all levels of education, specifically as follows:
- 2021-2022 school year: Support 100% of public tuition fees, total city budget support is 604.5 billion VND.
- School year 2022-2023: Support the difference due to tuition fee adjustment, the total amount of support from the city budget is 1,518.8 billion VND.
- 2023-2024 school year: Support the difference due to adjusted tuition fees for preschool and high school and support 100% of tuition fees for middle school. The estimated budget for implementing the policy is 1,847 billion VND. Of which, the budget for exempting tuition fees for middle school students is 1,108 billion VND (public is 1,042 billion VND, non-public is 66 billion VND).
The Department of Education and Training acknowledged that after 3 years of implementing the tuition support policy, it has been shown that the policy is in line with the people's wishes, creating peace of mind and motivation for parents and residents of the city to have conditions for economic development and production and business to recover the economy after the period of coping with the epidemic; students can rest assured to go to school without having to take a leave/drop out of school because of economic conditions and not being able to pay tuition. This is a unique superior policy of the city and is still a necessary requirement, but there needs to be adjustments in terms of subjects and content to suit each period.
On the basis of continuing to inherit and promote the special policy of supporting 100% of tuition fees for secondary school students, which has received positive responses from public opinion in the 2023-2024 school year as well as considering the economic recovery and growth factors in 2024, the Department of Education and Training proposed to advise the City People's Committee to approve the policy of building a special policy to support tuition fees for the 2024-2025 school year.
The subjects eligible for tuition exemption are public and non-public secondary school students and secondary vocational education students, excluding students studying at foreign-invested educational institutions.
The 100% tuition support level is applied according to the resolution of the City People's Council for secondary school level in the 2024-2025 school year. Expected 100,000 VND/student/month for group 1 and 85,000 VND/student/month for group 2.
The estimated budget for implementing the policy is 421 billion VND. Of which, tuition exemption for public school students is 399 billion VND, and non-public school students is 22 billion VND.
