Apartment rentals for short-term stays through international platforms such as Airbnb are still popular in Ho Chi Minh City and other large cities, requiring a harmonious management solution.

Experts and businesses suggest that there should be harmonized laws in managing Airbnb to ensure people's rights, promote tourism and compare with international practices.

Bringing Airbnb Under Regulation

Recently, the authorities in some wards in Ho Chi Minh City also issued documents announcing the conditions for operating accommodation services in apartment buildings in the area, requiring homeowners to comply with the provisions of the Housing Law and related Government decrees.

Speaking to Tuoi Tre Online , Mr. Le Hoang Chau - Chairman of the Ho Chi Minh City Real Estate Association - said that short-term accommodation activities through international platforms such as Airbnb are operating in many countries and have also existed in Vietnam for many years.

According to Mr. Chau, disputes over Airbnb's operations need to be resolved based on factors such as legal frameworks, international practices and, importantly, solutions that are suitable for the reality in Vietnam.

Tourists renting apartments through Airbnb is also a form of accommodation and this is a popular model in the world . Therefore, with the current situation in Vietnam, Mr. Chau proposed that there should be a mechanism and policy for Airbnb to be managed in a direction that clearly defines the responsibilities of the parties.

For the lessor, it is necessary to disseminate the regulations of the apartment building to the tenant, require the tenant to commit, report the tenant information, register the residence information according to the regulations of the Vietnamese authorities and the management board of the apartment building.

In addition, there should be a coordination mechanism between the lessor and the management board to handle arising issues with the aim of ensuring compliance with regulations.

In particular, Mr. Chau said that through studying the practical operation of Airbnb, there should be a policy for parties providing rental services through Airbnb to register their business, pay taxes, ensure compliance with regulations and contribute to the country's development.

Require tenants to comply with regulations

Similarly, Mr. Nguyen Quoc Hoai (director of a real estate company in Ho Chi Minh City) said that in Ho Chi Minh City, there are a number of mixed-use apartment buildings that currently provide serviced apartments with long-term or short-term stays through online booking platforms.

According to Mr. Hoai, with these apartments, apartment management activities have good coordination between the lessor, the connection platform and the building management unit.

Therefore, Mr. Hoai believes that it is necessary to refer to this model to put Airbnb's operations into a framework. In addition, Mr. Hoai said that in the city center, there are some old apartments that families no longer need to live in and cannot do business, so renovating them for short-term stays is also a solution for homeowners.

Ms. Nguyen Thuong Hoai (provides accommodation services via Airbnb) said that recently, service providers have proactively tightened rental activities, requiring customers to comply with all apartment building regulations, not to use residents' facilities, and to coordinate with management boards to ensure compliance with apartment building regulations.

According to Ms. Hoai, the Airbnb service community has sent a document to the Ho Chi Minh City People's Committee, the Prime Minister and the National Assembly proposing a pilot policy for this service to operate under management.

Shops in old apartment buildings are still open to welcome customers

According to Tuoi Tre Online 's observations at old apartment buildings in the center of Ho Chi Minh City such as District 1, District 3 and District 4, business activities here are still places that welcome a large number of tourists to experience.

In particular, old apartment buildings along Nguyen Hue, Dong Khoi, Ly Tu Trong streets... are still operating and preparing for the peak business period on the occasion of Hung Kings' death anniversary and April 30. In particular, popular business activities in old apartment buildings are fashion shops, tea and coffee shops, showrooms displaying souvenirs, paintings...

Previously, Mr. Du Quang Nghia - Deputy Head of the Economic Department of District 1 - said that the locality is exploiting all forms to serve tourists and residents.

For example, the apartment complex in Nguyen Hue Street has become a highlight of the district, beautifully decorated and attracting many tourists. Therefore, this locality proposed a pilot project to allow business in apartments, the locality will inspect and require the implementation of safety and fire prevention plans.
