Proposal for Southeastern provinces to retain 100% of revenue from land exploitation

Some provinces and cities in the Southeast region have proposed that the Prime Minister allow them to retain 100% of revenue from land exploitation to increase investment and development.

This proposal was raised by localities at the 5th Southeast Regional Coordination Council Conference held on December 2 in Ba Ria - Vung Tau province.

GRDP of the Southeast region in 2024 will be lower than the national average.

Reporting at the conference, Minister of Planning and Investment Nguyen Chi Dung said that the average GRDP growth rate of the Southeast region is slowing down, with the region's GRDP estimated to reach 6.38% in 2024, lower than the national average (6.8% -7%). Currently, the Southeast region is ranked 4th out of 6 economic regions.

However, the total state budget revenue in 2024 is estimated to reach more than VND 733,000 billion, an increase of 3.6% compared to the estimate assigned by the Prime Minister. The region's export activities have recovered positively with an estimated export value of USD 115.7 billion, accounting for 31% of the country's total export value.

The Southeast region continues to lead the country in the number of projects and total realized foreign direct investment capital as of October 31, 2024, equivalent to 21,174 projects with more than 189 billion USD.

Although the Southeast region has achieved some positive results, Minister Nguyen Chi Dung pointed out many challenges that the most dynamic economic region in the country is facing, such as transport infrastructure not keeping up with economic growth; traffic connections between localities are not synchronized; public investment disbursement has not met progress, and problems related to public investment disbursement are still slow to be resolved.

In particular, the port connection infrastructure is a bottleneck; a diverse logistics service ecosystem has not yet been formed in the Southeast region to meet the goods circulation needs of the whole region. Therefore, timely solutions must be found soon to achieve the goals set for the entire term.

Regarding the assigned tasks, Minister Nguyen Chi Dung said that currently, there are still many tasks that have not been completed by ministries, branches and localities on schedule because the Projects need consultation from organizations and scientists.

Furthermore, many contents propose policy mechanisms that are not yet included in current legal regulations and require time to research and assess their impact.

Proposal for localities to retain 100% of revenue from land exploitation

During the discussion, the issue that many localities recommended the most was the allocation of capital to invest in regional infrastructure projects.

Mr. Nguyen Loc Ha, Vice Chairman of Binh Duong Provincial People's Committee, proposed that priority should be given to investing in roads and bridges over Dong Nai River connecting Bien Hoa Airport through Di An to Ho Chi Minh City Ring Road 3; the road along Saigon River connecting Thu Dau Mot City, Binh Duong to Thu Duc City, Ho Chi Minh City; Song Than intersection...

To have capital for infrastructure investment, the Vice Chairman of Binh Duong Provincial People's Committee proposed that the Prime Minister and the Central Ministries and branches allow provinces and cities in the region to retain 100% of the revenue from land exploitation and retain 100% of the budget revenue exceeding the central target to increase development investment.

Regarding capital sources for metro line investment, Binh Duong province proposes to allow the issuance of local government bonds, construction bonds or other forms of capital mobilization that are not subject to the public debt ceiling... to invest in the metro network in the province. Bond interest rates are decided by the locality itself, guaranteed based on the locality's ability to repay debts.

Similar to Binh Duong, Dong Nai province is investing in many key infrastructure projects but has not allocated enough capital for the projects. Chairman of the Provincial People's Committee Vo Tan Duc said that Dong Nai is currently investing in many key infrastructure projects but resources are limited and budget balancing is still difficult.

Therefore, Dong Nai has proposed that the Government consider supporting capital to implement a number of projects including: Drainage Project outside Long Thanh Airport (phase 1); Ring Road 4 Project - Ho Chi Minh City.

The Chairman of Dong Nai Provincial People's Committee also proposed that the Prime Minister direct relevant agencies to urgently complete the pre-feasibility study report and soon expand the Ho Chi Minh City-Long Thanh-Dau Giay expressway to ensure connection with Long Thanh Airport to put into operation in 2026.

At the same time, soon complete and put into operation the entire Ben Luc - Long Thanh expressway to connect the Mekong Delta provinces with Long Thanh Airport.

Concluding the conference, Prime Minister Pham Minh Chinh requested ministries, branches and localities to resolve difficulties and promote key projects in the region.

In particular, the Ring Road 4 project (HCMC) is invested by the HCMC People's Committee, which decided to split the component projects in localities and have appropriate policies and mechanisms to implement and complete procedures in the first quarter of 2025.

Prime Minister Pham Minh Chinh delivered the concluding remarks at the 5th Conference of the Southeast Regional Coordination Council.

The Prime Minister requested that the contents agreed at the conference need to be acted upon decisively and with focus, completing each task with the spirit of "dare to think, dare to do, dare to make breakthroughs for the common good"; "what is said must be done, what is committed must be done; what is done must be done effectively".

“In 2025, we must both accelerate, make breakthroughs, and focus on successfully implementing the tasks of the term, along with many important tasks such as arranging the apparatus to operate effectively, and organizing Party congresses at all levels towards the National Party Congress. Therefore, ministries, branches, and localities must find solutions to accelerate breakthroughs, review stage targets, and promote the spirit of daring to think and daring to do. If we do something, we must have specific results, only discuss doing it, not backtracking,” the Prime Minister concluded.
