Proposing suitable policies and regimes for the blue beret force

Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, Deputy Minister of National Defense, Head of the Inter-sectoral Working Group, Head of the Ministry of National Defense's Steering Committee for participation in UN peacekeeping operations chaired the conference. Attending the conference were Lieutenant General Trinh Van Quyet, member of the Party Central Committee, Deputy Director of the General Department of Politics of the Vietnam People's Army; Ambassador Nguyen Phuong Nga, President of the Vietnam Union of Friendship Organizations; Representatives of ministries, departments and branches.

The conference aims to comprehensively assess the implementation and results of Decree 162; assess difficulties and obstacles in implementation; shortcomings in regimes and policies for individuals and assurance work for Vietnamese organizations participating in United Nations peacekeeping activities.

The conference also specifically identified recommendations and proposals as a basis for the Ministry of National Defense to propose to the Prime Minister to amend, supplement or replace Decree 162, in order to ensure policies for individuals and work to ensure units participating in United Nations peacekeeping operations, in accordance with the current system of legal documents.

Speaking at the Conference, Lieutenant General Trinh Van Quyet said that the implementation of Decree 162 basically covers all contents and subjects, meets material living conditions, and supports individuals and units participating in the United Nations peacekeeping mission to successfully complete their tasks. However, in the new situation, the process of performing tasks has complicated issues, task requirements are also higher, conditions in difficult areas, and the environment has many potential risks due to security and political instability, epidemics, armed conflicts, and threats to life and the results of performing tasks. Therefore, the participating forces are carefully selected, have the courage, skills, and qualifications to meet the requirements of independent operation in the international environment. Working conditions require high requirements, so the conditions to ensure the forces performing the tasks must also be higher.

Meanwhile, the regimes and policies under Decree 162 still have shortcomings, are not suitable for much higher task requirements, are not unified among forces, and are not even unified with countries and forces participating in United Nations peacekeeping.

Lieutenant General Trinh Van Quyet requested that in Decree 162, any good and suitable issues should continue to be inherited and implemented well, and any inappropriate issues should be revised and supplemented to make them more suitable; it is important to unify the regime and policies among forces nationwide; find out the issues that are bottlenecks, causing difficulties and obstacles when implementing tasks.

In his concluding remarks, Senior Lieutenant General Hoang Xuan Chien highly appreciated the dedicated and responsible contributions of agencies and units to supplement and amend Decree 162. The conference analyzed and clarified the advantages, frankly pointed out some shortcomings and difficulties in the implementation of the decree. Decree 162 is the first important legal basis to ensure basic policies and regimes for forces participating in UN peacekeeping operations; promptly motivating and encouraging participating forces, contributing to the successful implementation of the mission.

Senior Lieutenant General Hoang Xuan Chien affirmed that the Conference reached a high consensus, agreeing to supplement and amend a number of articles of Decree 162 to comply with a number of current legal documents and the requirements of the tasks in the new situation. In the coming time, the Ministry of National Defense and the Ministry of Public Security as well as the Vietnam UN Peacekeeping Force hope to continue to receive the attention and support of ministries, departments and branches in the process of deploying forces as well as ensuring regimes and policies during and after the completion of the mission.

Senior Lieutenant General Hoang Xuan Chien requested that agencies and units sending forces to participate in UN peacekeeping missions continue to thoroughly grasp and strictly implement the regulations of the Ministry of National Defense, especially those related to the regimes and policies under Decree 162, helping officers and soldiers feel secure and excited to receive and carry out their missions; assigning the competent agencies of the Ministry of National Defense to carry out related procedures to report to the Government for permission to amend a number of articles in Decree 162.

Reporting on the implementation of Decree 162, Colonel Pham Manh Thang, Director of the Vietnam Peacekeeping Department, emphasized that since the deployment of the force, leaders at all levels have paid attention, regularly monitored, created conditions and issued many policies and preferential policies for the force participating in UN peacekeeping activities. The implementation of Decree 162 has contributed to ensuring regimes and policies for individuals and units such as ensuring training costs, extra food allowances, being provided with military uniforms and necessary equipment during domestic training; being considered for rewards, early promotion, participation in social housing projects, etc.

At the Conference, delegates pointed out shortcomings in some contents of Decree 162 such as lack of synchronization with the current legal system. Some of its contents are not consistent with Resolution 130 of the National Assembly on participating in the United Nations peacekeeping force issued later. The preferential regime and policies for female forces are not comprehensive and not highly encouraging. The guarantee work for organizations and units is not commensurate and not suitable for each type of unit according to regulations. There are no specific regulations guiding the implementation of compensation and repatriation work for Vietnamese forces in case of disciplinary violations at the mission; there are no regulations and instructions on the local allowance regime for participating forces...

Representatives of agencies and units inside and outside the military contributed opinions on contents such as: policies for female forces participating in peacekeeping activities; financial and logistical assurance; difficulties and shortcomings in implementing Decree 162...; proposed directions to ensure policies and regimes for forces participating in peacekeeping activities in the coming time.

Delegates agreed that there should be better support policies for forces participating in peacekeeping operations, especially female soldiers, in accordance with the practical situation and new issues arising during the performance of tasks.
