Proposal to issue electronic social insurance books with the same legal value as paper social insurance books

The Ministry of Home Affairs is seeking comments on the draft Decree regulating electronic transactions in the field of social insurance (SI) and the National Database on Insurance.

In particular, the draft proposes to add regulations on electronic social insurance books.

Specifically, the electronic social insurance book is issued by the social insurance agency to each social insurance participant in the electronic environment.

Electronic social insurance books have the same information as paper social insurance books and are encoded according to the law.

Information in the electronic social insurance book includes:

(i) Social insurance number;

(ii) Basic personal information including: Full name; date of birth; gender; nationality; ID number or passport number;

(iii) Information on the social insurance payment process (payment period; basis for social insurance payment; contribution rate to social insurance funds and related information related to the payment process such as rank, position; job title, job; name of unit; workplace,...);

(iv) Information on enjoying and resolving social insurance regimes;

(v) Other necessary information related to social insurance payment and benefits.

The electronic social insurance book is linked to the level 2 electronic identification account (VNeD) of the social insurance participant. Social insurance participants can use handheld electronic devices in the electronic environment to receive the electronic social insurance book.

The draft clearly states that the electronic social insurance book must be issued no later than January 1, 2026 and has the same legal value as the paper social insurance book.
