Proposal to allocate 6.5 trillion VND to expand Ho Chi Minh City

Accordingly, the Ministry of Construction proposed that the Government assign the Vietnam Expressway Corporation (VEC) as the competent authority to implement the project according to regulations.

Regarding the capital source for project implementation, the Ministry of Construction proposed that the Government approve the policy of allocating 6.5 trillion VND from the state budget to participate in project investment, of which 2.5 trillion VND is from the capital source to increase the central budget revenue in 2024 as proposed by the Ministry of Finance and assign the Ministry of Finance to balance to arrange an additional 4 trillion VND for the project according to demand.

Previously, the Government Office sent a dispatch to relevant units conveying the direction of Deputy Prime Minister Tran Hong Ha on the implementation of the Ho Chi Minh City - Long Thanh Expressway Expansion Project. The dispatch stated that, in order to ensure smooth investment in the expansion of the Ho Chi Minh City - Long Thanh Expressway section and to implement the direction of the Prime Minister, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Construction to preside over and coordinate with the Ministry of Finance to urgently propose an investment plan to expand the above-mentioned route (including specific and special mechanisms according to the provisions of the law on public investment, construction, bidding and state budget) and complete the necessary procedures as soon as possible to assign VEC to invest in the expansion of the above-mentioned route in accordance with the provisions of the Law on Public Investment 2024, ensuring the completion of the project in 2026.
