The proposal to abolish the exam for promotion of teachers' professional titles is well-founded.

According to the Ministry of Education and Training , regulations on professional title standards for civil servants and promotion of professional titles for civil servants in various sectors/fields are implemented according to general regulations of the National Assembly in the 2010 Law on Civil Servants and the Law on amending and supplementing a number of articles of the Law on Cadres, Civil Servants and the Law on Public Employees.

At the same time, follow the detailed instructions of the Government in Decree No. 115/2020/ND-CP dated September 25, 2023 regulating the recruitment, use and management of civil servants.

Accordingly, the promotion of professional titles from a lower rank to the next higher rank in the same professional field is carried out through examination and review (Clause 2, Article 31 of the 2010 Law on Civil Servants and Clause 2, Article 29 of Decree No. 115/2020/ND-CP).

The organization of professional title promotion by examination or local review is at the choice of the agency or unit with authority to organize examination or review professional title promotion according to the provisions of law.

The Ministry of Education and Training does not have the authority to abolish the regulation on exams to promote teachers' professional titles, nor does it have the authority to propose that localities implement a unified form of promotion consideration.

However, the teacher's proposal to eliminate the form of exam to promote professional titles is well-founded.

The Ministry of Education and Training received a document requesting comments from the Ministry of Home Affairs on the removal of the professional title promotion exam in the draft decree amending and supplementing a number of articles of Decree No. 115/2020/ND-CP. The Ministry of Education and Training has responded in writing in agreement with this content. Currently, the Ministry of Home Affairs is advising the Government to remove the professional title promotion exam.

The Ministry of Education and Training recommends that localities, based on practical situations, consider and choose appropriate forms to organize the promotion of teachers' professional titles in order to create favorable conditions for the team and ensure the identification of teachers who are truly worthy of promotion of professional titles on the basis of principles of equality, publicity, transparency, objectivity and compliance with the law.
