The Ministry of Information and Communications (MIC) is seeking public opinions on the draft Decree replacing Decree No. 72/2013/ND-CP on management, provision and use of Internet services and online information and Decree No. 27/2018/ND-CP amending and supplementing Decree No. 72/2013/ND-CP.

In particular, the Ministry of Information and Communications proposed to add regulations on authenticating social network user accounts via mobile phone numbers in Vietnam.

According to the Ministry of Information and Communications, Point a, Clause 2, Article 26 of the Law on Cyber ​​Security stipulates that domestic and foreign enterprises providing services on telecommunications networks, the Internet, and value-added services on cyberspace in Vietnam are responsible for "Verifying information when users register for digital accounts" and "providing user information to the specialized force for protecting cybersecurity under the Ministry of Public Security upon written request to serve the investigation and handling of violations of the law on cybersecurity".

However, due to the lack of regulations guiding the Law on Cyber ​​Security on this content, domestic and foreign social network providers and organizations cannot implement this regulation.

Management practice shows that cyber fraud crimes tend to increase, so in order to ensure effective management of domestic and foreign social networks provided across borders in Vietnam, and at the same time raise awareness and responsibility of social network users when posting information content online, the Ministry of Information and Communications finds it necessary to supplement regulations requiring domestic and foreign social networks provided across borders in Vietnam to authenticate user accounts via mobile phone numbers in Vietnam when registering to set up social network accounts.

This regulation is feasible when most domestic and foreign social networks currently require authentication by user phone number. Adding this regulation will specify this form and create consistency in user authentication for both domestic and foreign social networks.

The draft Decree also adds provisions on locking accounts, community pages, community groups, and content channels.

The Ministry of Information and Communications said that in addition to adding regulations requiring domestic and foreign organizations and individuals providing information online to prevent and remove illegal content, it is proposed to add regulations requiring domestic and cross-border social networks to temporarily or permanently block social network accounts, community pages, community groups, and content channels that frequently violate or seriously violate national security.

This regulation will help fundamentally resolve the source of violations, as well as reduce the time and resources of authorities in blocking and removing each violating content as it is currently doing.

In addition, the draft also adds regulations requiring domestic social networks and cross-border social networks to provide search tools and scan content on their social network platforms at the request of the Ministry of Information and Communications to increase the efficiency and effectiveness of state management in cyberspace.
