Lost renovation certificate reprinted on the same day
According to the investigation of Giao thong Newspaper reporters, in the draft Circular regulating the order and procedures for inspection, exemption from first inspection, and renovation of motor vehicles and specialized motorbikes, the Ministry of Transport proposed that after renovation, motor vehicles must be inspected and tested according to regulations. If the results meet the requirements, a renovation certificate consisting of 2 copies will be issued to carry out inspection procedures and to the vehicle owner to carry out procedures for issuing and changing the vehicle registration certificate.
According to the draft Circular, car owners who lose their car renovation certificates do not need to report to the police or make a search announcement on the mass media (illustrative photo).
Cars are also granted inspection certificates and technical safety and environmental protection (ATKT & BVMT) inspection stamps for road motor vehicles according to regulations.
In case the motor vehicle undergoes inspection in subsequent inspections from the time of satisfactory acceptance, if the vehicle owner has not yet issued a new vehicle registration certificate according to regulations, the vehicle inspection facility will refuse the inspection.
Notably, the Ministry of Transport proposes that in case the renovation certificate is lost or damaged, the vehicle owner must bring the vehicle documents as prescribed to the inspection and acceptance facility to complete the loss notification procedure and be reissued the renovation certificate on the same working day.
Thus, compared to current regulations, the draft Circular has removed the requirement to report and have confirmation from the police agency where the documents are lost, and to make a search announcement on the mass media. At the same time, it also removed the requirement that after 30 days of reporting the loss, if the certificate of renovation cannot be found, it will be reissued.
According to inspection agencies, reducing procedures for vehicle owners is necessary, but sanctions are needed to raise awareness and responsibility of vehicle owners in preserving the certificate of renovation (illustrative photo).
There are binding sanctions, increasing the responsibility of vehicle owners
According to a member of the drafting committee, the current regulations have many complicated procedures that cause difficulties and waste time for vehicle owners and businesses. On the other hand, according to the current regulations, the certificate of renovation no longer has regulations on validity. Therefore, research is needed to amend it in a simpler direction, creating favorable conditions for people.
A representative of a vehicle inspection center in Hanoi said that the proposal to remove the regulation of reporting to the police and informing the media in cases of lost vehicle modification certificates is appropriate, reducing procedures and costs for people.
However, there should be regulations to increase the responsibility of vehicle owners.
"If the proposed regulation states that if a vehicle owner loses a certificate of renovation, they only need to go to the inspection center to report it and get a new one immediately, it will not improve the vehicle owner's responsibility and awareness of keeping the documents," said a representative of the inspection center.
Sharing the same view, another inspection center leader also said that this proposal could create a burden for inspection facilities.
"Without binding sanctions, vehicle owners will no longer take the preservation of the certificate of renovation seriously. If they lose it, they can immediately re-issue it. This could lead to a situation where inspection agencies have to receive, guide, and re-print certificates of renovation for many cases of lost certificates in one day," the leader acknowledged.
Therefore, the inspection facilities believe that it is necessary to have regulations to enhance the responsibility of vehicle owners in storing and preserving the renovation certificate.
For example, it is possible to stipulate re-issuance after 7 days of notification to the inspection facility and limit the number of times the certificate can be re-issued.
