Discussing some new points in the organization of the 2025 High School Graduation Exam, Deputy Director of the Department of Quality Management, Ministry of Education and Training Nguyen Ngoc Ha said that the 2025 High School Graduation Exam closely follows the 2018 General Education Program, mainly focusing on grade 12 content.
The test is designed with 40% of the questions at the cognitive level, 30% at the comprehension level, and 30% at the application level. The test will also increase the requirement to connect and apply knowledge to practice, especially with differentiated content, in order to accurately assess students' abilities.
These adjustments require teachers to promote self-learning and self-study instruction for students, helping them develop their ability to proactively acquire knowledge. This is also one of the three important general competencies emphasized in the 2018 General Education Program.
Deputy Director Nguyen Ngoc Ha also emphasized an important new point in the calculation of high school graduation scores. The 2025 high school graduation exam regulations clearly state that 50% of the graduation score will be calculated from the high school graduation exam score, the remaining 50% will be taken from the learning results throughout the three years of high school.
“This change is consistent with the 2018 General Education Program with a focus on developing learners’ abilities and qualities, and many abilities and qualities of students are developed during the learning process,” the Deputy Director noted, adding that this is a fundamental change compared to previous exams, consistent with the 2018 General Education Program, many abilities and qualities of students are developed during the learning process. Teachers need to review for students to increase connections and application of knowledge and skills with reality and practice, especially with differentiated content to properly assess students’ abilities.
Regarding the organization of high school graduation exams, one of the major concerns of localities is the arrangement of exam rooms. The 2025 high school graduation exam will only be held in three sessions, and the third session will test both elective subjects. Candidates will be arranged in a single exam room, without having to move exam rooms. Exam papers will be collected by room without having to be classified by subject. Keeping the 24 candidates/exam room, an exam room can be arranged for up to 5 subjects.
One notable point is the number of exam questions in each exam room. To ensure security, Deputy Director Nguyen Ngoc Ha informed that instead of only having 24 exam codes for 24 students in an exam room as before, this year's exam increased the number of exam codes to 48 for the two time frames of the third exam session.
