Concluding the meeting, Prime Minister Pham Minh Chinh requested the Steering Committee and relevant ministries, branches and localities to closely follow the Politburo's Conclusion and General Secretary To Lam's direction on this issue.

The Prime Minister requested that there must be specific mechanisms and policies that are superior to long-established financial centers in the world; the mechanisms and policies are to create a brand, ensuring modernity, efficiency, and superiority as directed by the Politburo.
Regarding resources, it is necessary to strengthen public-private cooperation, use resources of enterprises and people; organize activities, manage, and govern intelligently, with advanced technology, superior resources, high quality, and have policies to attract human resources both domestically and abroad.
Specifying the roadmap for piloting an international financial center for a period of 5 years or more, the Prime Minister requested that the financial center operate in accordance with Vietnamese law, conditions, standards, and international law; ensure that policies are transparent, infrastructure is smooth, governance is smart, security and safety are ensured; there is an independent monitoring mechanism with a reasonable and effective structure; and clear regulations on dispute resolution, if any.
The Prime Minister noted that the competent authorities must clearly define the authority in organizing implementation, especially in handling arising issues that are not yet covered by law or have been overcome in practice during the pilot period; along with completing documents to submit to the Politburo, the National Assembly, ministries, branches, and relevant agencies according to their functions, tasks, and powers to draft decrees guiding implementation...
