The province currently has 17 industrial parks that have been established and granted investment certificates, of which 9 industrial parks have been put into operation, attracting more than 260,000 workers. According to a survey by the Provincial Federation of Labor, there are currently more than 20,000 workers staying in rented rooms, mainly concentrated in the districts and cities of Vinh Yen, Phuc Yen, and Binh Xuyen. Most of the privately built rented rooms are cramped, with poor living conditions and rental prices ranging from 1.5 to 2 million VND/month. In addition, workers have to pay for electricity at 3,000 VND/KWh, water at 15,000 VND/cubic meter, etc.
With an average monthly income of 6-7 million VND/person, the lives of many workers are quite difficult, especially for those who are married and have small children. It is expected that from now until 2030, many large projects will come into operation, attracting about 450,000 workers. Accordingly, the demand for housing for workers will increase.
To facilitate low-income workers to own social housing, the province has issued many mechanisms, policies, and regulations on housing management and development; directed departments, branches, and localities to strengthen management and attract investment in housing development projects. Up to now, the province has 13 social housing projects, concentrated in localities with many industrial parks such as Vinh Yen city, Phuc Yen city, and Binh Xuyen district with a total land area of more than 65 hectares.
Of which, 5 projects of housing for workers and low-income people have been completed and put into use, including Bao Quan low-income housing area, Khai Quang Industrial Park; Vinaconex Xuan Mai low-income housing area; Honda Vietnam Company's worker housing area; Lien Bao ward social housing area and Phuc Thang ward low-income housing area, serving the housing needs of more than 1,600 households.
Last March, the province started construction of a social housing project in the Nam Vinh Yen New Urban Area with a total investment of more than VND7,000 billion, built on an area of more than 17 hectares with 38 apartment buildings from 11 to 15 floors. The project will provide more than 5,300 apartments, equivalent to a floor area of nearly 190,000 square meters, contributing to meeting the urgent need for social housing. It is expected that from now until August, the province will start construction of a social housing project each month; striving to complete the target of building nearly 28,300 social housing units by 2029.
Mr. Tran Trung Thai, a worker at BHFlex Company Limited, Khai Quang Industrial Park (Vinh Yen) shared: "I hope that the province will have many social housing projects for workers so that low-income workers can own them, thereby feeling secure in their work, trying to contribute their efforts to the common development of the enterprise and the province."
To speed up the progress and complete the project's target of "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the period of 2021 - 2030"; Decision No. 444 of the Prime Minister assigning the target of completing social housing in 2025 and the following years until 2030, Vinh Phuc continues to study and perfect mechanisms, preferential policies and support credit access for investors in the fields of construction of social housing projects and housing for workers in industrial parks.
Direct departments and branches to review and adjust industrial park planning, allocate land area for social housing development, trade union institutions for workers and laborers; develop specific implementation plans for social housing projects, social housing projects in new urban areas, housing areas by year and by phase. At the same time, create conditions for workers and low-income people to access preferential loan policies to buy houses in social housing projects.
