On December 2, the Investigation Police Agency of Dong Nai Province informed that it had completed the investigation conclusion and transferred the case file to the People's Procuracy at the same level to propose prosecuting the accused Nguyen Duy Phuong (born in 1998, residing in Hamlet 7, Song Trau Commune, Trang Bom District) for the crime of "Illegal transportation of drugs".

According to the investigation agency, the defendant Phuong is a drug addict and was once sent to compulsory drug rehabilitation at Suoi Cao Center (in Suoi Cao commune, Xuan Loc district, Dong Nai province).
In early September 2023, Phuong was contacted by a person named MN using a social account to contact and hire him to transport drugs from Ha Tinh province to Ho Chi Minh City for a fee of 80 million VND. Accepting MN's request, Phuong received 2 times with the amount of 21 million VND via bank account, Phuong received the remaining amount after successfully transporting the goods.
On September 9, Phuong hired NVT, a tourist car driver in Trang Bom district, to take the “goods” to Ha Tinh province. When the driver quoted a price of 17 million VND, Phuong transferred a deposit of 3 million VND to this person.
On September 10, NVT drove Phuong to the Ky Anh intersection, Ky Anh district, Ha Tinh province to “receive a gift” sent from an acquaintance in the US. There, Phuong received a backpack from the man (whose identity is unknown) and then got in the car to return to Dong Nai.
When arriving in Quy Nhon city (Binh Dinh province), Phuong opened his backpack and found 16 bricks of drugs. He took a picture and sent it to the MN account user. Then he put the backpack containing the drugs in his backpack and continued on to Dong Nai.
However, when the car carrying Phuong and the drugs arrived at Km 94+400, on the Phan Thiet-Long Thanh highway (in Song Nhan commune, Cam My district), it was discovered and arrested by the police.
Through a search of the car in which Phuong was present, the police seized 16 heroin cakes weighing 5.640 kg.
Regarding driver NVT, the person who took Phuong from Ha Tinh province to Dong Nai, the investigation found that T. was not an accomplice of Phuong, did not know that he took Phuong to receive drugs, did not discuss and did not know Phuong's purpose, so the Investigation Police Agency discussed with the People's Procuracy of Dong Nai province and agreed to release T.
