Proposal to pay salaries for officials and civil servants in the capital much higher than elsewhere

On the afternoon of November 10, the National Assembly discussed in groups the draft Law on the Capital (amended). One of the contents that delegates were interested in was the salary and income regimes of officials, civil servants, and public employees, and the regimes for attracting, treating, and developing high-quality human resources.

Salary regime for officials and civil servants in the capital must be different

Delegate Hoang Van Cuong (Hanoi) said that the capital is a special urban area, so it is necessary to add higher standards for people's council members, because they have to solve national problems, not local problems. At the same time, we must give power to the People's Council, but also give power and responsibility to the People's Committee.

According to Mr. Cuong, when the apparatus has to carry out important responsibilities, the salary regime for the capital's staff and civil servants must also be different.

"We only set a regulation that the increase cannot exceed 0.8 times the basic salary fund, which is only equal to some other localities, so I think it might be low, so this salary fund must increase higher. With such a salary fund, I suggest that the salary regime for each individual is unlimited in the Capital Law," delegate Cuong suggested.

The Hanoi delegation said that this is the model of the Capital to create the nature, effectiveness and efficiency of the management apparatus, how to save but create better effectiveness. Therefore, in terms of salary policy, Mr. Cuong proposed that the total salary fund must be 0.8 times higher and the salary regime for each person has no limit.

Deputy Head of the Delegation Affairs Committee Ta Thi Yen (Dien Bien) reiterated the provisions of the draft law allowing the Capital to apply a salary fund with a total expenditure level suitable to the conditions and budget capacity of the city and not exceeding 0.8 times the basic salary fund of cadres, civil servants and public employees under its management.

However, Ms. Yen suggested that the law should also be regulated in a suitable and strict manner, ensuring adherence to the roadmap for implementing the new salary regime from July 1, 2024, which was recently discussed at the 8th Central Conference (13th tenure).

Deputy Chairwoman of the Finance and Budget Committee Nguyen Thi Phu Ha also noted that this morning the National Assembly passed a draft Resolution on the 2024 state budget estimate, which includes provisions on salary reform according to Resolution 27.

Therefore, when implementing salary reform, there will no longer be a special income and reward mechanism. However, Article 18 of the draft law still stipulates that the special income regime is not consistent with Resolution 27. Therefore, Ms. Ha suggested reviewing this content.

Have a policy of utilizing talented people to avoid "brain drain"

Delegate Pham Van Hoa (Dong Thap) expressed his agreement with the policy of attracting and promoting talents so that Hanoi does not suffer from "brain drain".

“The brainpower of Hanoi can go to other provinces in our country, but when it comes to going abroad, this is an issue we need to pay attention to. Therefore, I agree with the need for special mechanisms and policies for Hanoi to attract talent. But there must be criteria, we must determine who the talent is, and what the criteria are for that talent,” delegate Hoa analyzed.

Delegate Hoa noted that if Hanoi proposes to support talented students but does not have criteria, it will easily lead to "asking - giving", bringing in "children of high-ranking officials" to say they are talented and then sending them to study abroad, but when they return, their activities will not be effective. Even these students do not follow their commitments, when they return from studying abroad, they do not work for the city, sometimes they stay abroad.

Therefore, Mr. Hoa believes that there must be criteria to stipulate specific, specific, and proper conditions so as not to "lose money and get sick".

"I raised you from a young age, raised you to be a talented person, but if you don't serve me, but serve someone else, the State's talent attraction system will be undermined and counterproductive," Mr. Hoa warned.

Delegate Ta Thi Yen cited Article 13 of the 2012 Capital Law, which stipulates that “The Hanoi People’s Council is authorized to issue policies on the use of talented people”. From that, she said that such regulations are quite adequate and the city has enough authority to attract and use talented people with policies and incentives suitable to the actual situation of the capital at different stages of development.

In order to develop high-quality human resources of the capital, delegates agreed with the policy of supporting the city budget to invest in developing national key training facilities with multi-level education; the policy of training and fostering abroad for cadres, civil servants, public employees, and students of the capital.

In addition, Ms. Yen proposed the establishment of national and regional centers for high-quality vocational training and practice in the capital to develop highly skilled human resources to serve the orientation of industrialization, modernization, and attracting foreign investment.

Mechanism for attracting and employing talents; salary and income regime for cadres, civil servants and public employees of the Capital:

- Regulations on attracting and rewarding talented people such as recruitment without examination, appointment to leadership positions; being allowed to hold management and executive positions at public service units...

- Similar to the mechanism applied to Ho Chi Minh City, the draft Law on the Capital (amended) stipulates additional income expenditure for cadres, civil servants, and public employees of agencies and units of the Capital, and a number of central vertical agencies located in the area to perform political tasks in the locality, with the total expenditure not exceeding 0.8 times the basic salary fund of cadres, civil servants, and public employees.
