DNO - On June 14, the Department of Agriculture and Rural Development said that it has just issued a document reporting the situation of drought, saltwater intrusion, and water shortage affecting agricultural production in the summer-autumn crop of 2024 in the city; in which, it requested the City People's Committee to continue directing the Department of Natural Resources and Environment to monitor the operation of water discharge from hydropower plants downstream in accordance with the process to ensure water supply for daily life and agricultural production.

Accordingly, from the beginning of 2024, facing the complicated developments of weather, hydrology, water resources and the situation of drought, saltwater intrusion, and water shortage, the Department of Agriculture and Rural Development has proactively advised the City People's Committee to direct and guide the implementation of contents related to the implementation of solutions to prevent and combat drought and saltwater intrusion, ensuring water supply for daily life and agricultural production, especially advising on contents related to the construction of temporary dams on the Quang Hue River to create a water source for the downstream of the Vu Gia River (including Da Nang city) to serve people's lives; the operation of water discharge of hydropower plants...
However, due to less rainfall than the same period every year; the water source of Cam Le River in front of the raw water intake to Cau Do Water Plant has a high salinity level compared to previous years and lasts for a long time, continuously with an average salinity of 4,000mg/l, sometimes over 9,000mg/l (sometimes over 12,300mg/l).
In addition, the temporary dam on Vinh Dien River (Tu Cau Dam) has not been completed, and the operation of hydroelectric plants upstream of Vu Gia is not suitable, which is also the cause of deep saltwater intrusion (salinity increases continuously and for a long time).

The water source of Yen River upstream of An Trach dam is mostly below the spillway level of 2m, lower than previous years by an average of 0.2-0.4m and the valve gate must be regularly closed to maintain the water level for An Trach anti-salinity pumping station to operate and supply water to Cau Do water plant, so there is not enough water to reduce the salinity of Yen River and Tuy Loan River.
Therefore, Cam Le, Yen, Tuy Loan and Tay Tinh rivers are deeply intruded by salt, affecting the pumping stations of Cam Toai, Thach Bo, Mieu Ong (exploiting water from Yen river); Tuy Loan pumping station (Tuy Loan river); Duong Son pumping station (Tay Tinh river) and affecting the summer-autumn rice planting area in the communes of Hoa Nhon, Hoa Phong, Hoa Tien (Hoa Vang district) and Hoa Tho Tay ward, Cam Le district.
Since May 21, many rice plants have had symptoms of leaf tip burn, root rot, and stem rot. Some rice areas died and had to be re-sown; some rice areas were affected in terms of growth and development. The total affected rice area is 142.15 hectares (Hoa Vang district has 114.85 hectares, Cam Le district has 27.3 hectares; of which, damage under 30% includes 90 hectares, damage from 30-50% includes 12.1 hectares, from 50-70% includes 26.3 hectares, from 70-90% includes 5 hectares, from 90-100% includes 8.7 hectares.
The Department of Agriculture and Rural Development has directed its affiliated units to coordinate with Da Nang Irrigation Exploitation Company Limited and the People's Committees of wards and communes to deploy a number of solutions to promptly combat drought, overcome salinity, restore production... for affected sowing areas.

The Department of Agriculture and Rural Development requested the City People's Committee to direct the Department of Natural Resources and Environment to continue monitoring the operation of hydropower plants in the Vu Gia - Thu Bon river basin so that the water discharge to downstream areas is in accordance with the regulations of the inter-reservoir operation process in the Vu Gia - Thu Bon river basin, in order to ensure water supply for domestic use and agricultural production.
At the same time, research and advise the City People's Committee to propose to the Ministry of Natural Resources and Environment and the Prime Minister to consider adjusting and supplementing the inter-reservoir operation process in the Vu Gia - Thu Bon river basin, taking into account the salinity factor affecting irrigation water sources for agricultural production in Da Nang city.
The Department of Agriculture and Rural Development also proposed that the City People's Committee allow the addition of solutions to combat drought, saltwater intrusion, and water shortages that have arisen in recent times to the drought prevention plan for agricultural production in 2024 in the city.
