This is the conclusion of the National Assembly Standing Committee on preparing documents related to amending and supplementing a number of articles of the 2013 Constitution.

The National Assembly Standing Committee requested the Government, relevant ministries and branches, in the process of researching and proposing plans to amend and supplement a number of articles of the Constitution and laws and resolutions related to the arrangement of the apparatus, combined with handling plans to institutionalize regulations on a number of positions.
In particular, when implementing the consolidation and merger of provincial-level administrative units or establishing new commune-level administrative units, localities do not elect the positions of Chairman and Vice Chairman of the People's Council and People's Committee; Head and Deputy Head of the National Assembly delegation; Head of People's Council committees and members of the People's Committee.
Instead, the Standing Committee of the National Assembly, the Prime Minister, and the Standing Committees of the People's Councils at the provincial and communal levels, based on the announcements of the Party Committees with authority to manage cadres, shall designate and appoint personnel to hold these positions. In special cases, the Standing Committee of the National Assembly shall permit the designation of personnel who are not People's Council delegates to hold leadership positions of the newly established People's Councils at the provincial and communal levels.
This is also the content stated in Conclusion 150 of the Politburo on guidelines for developing personnel plans for provincial Party committees subject to consolidation, merger and newly established communes.
The Standing Committee of the National Assembly assigned the Standing Committee of the Law and Justice Committee to receive and complete documents to report to the Drafting Committee to amend and supplement a number of articles of the 2013 Constitution as soon as it is established to promptly consider and decide on the content within its authority.
According to Resolution 60 issued by the Central Committee on April 12, 11 provinces and cities will remain the same, including Hanoi, Hue, Lai Chau, Dien Bien, Son La, Lang Son, Quang Ninh, Thanh Hoa, Nghe An, Ha Tinh, Cao Bang. 52 localities will be merged into 23 provinces and cities. The whole country will have 28 provinces and 6 centrally-run cities.
Local government will be organized at two levels: provincial level (provinces, centrally-run cities) and communal level (communes, wards, special zones). The district level will cease to operate after the National Assembly passes amendments and supplements to the 2013 Constitution and the 2025 Law on Organization of Local Government. It is expected that the country will reduce the number of commune-level administrative units by about 60-70%.
