This proposal was made by Prime Minister Pham Minh Chinh during his meeting with Japanese Prime Minister Shigeru Ishiba on the morning of October 11 in the capital Vientiane. This was the first meeting between the two countries’ Prime Ministers since Mr. Ishiba took office as head of the Japanese Government.
Prime Minister Pham Minh Chinh affirmed that Vietnam considers Japan a reliable, important, and long-term partner.
Emphasizing the importance of promoting economic cooperation, the main pillar of the bilateral relationship, the head of the Vietnamese Government said that the two sides need to strengthen economic ties, cooperate to ensure economic security, and promote the progress of important cooperation projects.
The Prime Minister pledged to continue creating favorable conditions for more than 2,000 Japanese enterprises to cooperate in investment and mutually beneficial business in Vietnam.
He proposed that Japan consider providing Vietnam with new ODA loans for strategic infrastructure development projects, urban railways, high-speed railways, and climate change adaptation in Vietnamese localities.
The Prime Minister also proposed expanding cooperation to new areas such as digital transformation, green transformation, circular economy, semiconductors, and artificial intelligence (AI).
Besides, he expected that Vietnam and Japan will promote labor cooperation, train high-quality human resources; strengthen local cooperation and people-to-people exchange between the two countries.
Sharing his joy at his first meeting with the head of the Vietnamese Government, the Japanese Prime Minister highly appreciated his counterpart's contributions to the development of Vietnam - Japan relations.
Prime Minister Ishiba affirmed that Vietnam is a key partner in implementing the Free and Open Indo-Pacific Initiative. He wished to deepen and substantiate the Vietnam-Japan relationship.
Emphasizing the importance of Vietnamese human resources for the development of the Japanese economy, Prime Minister Ishiba affirmed that he will continue to create conditions for Vietnamese workers and trainees to study and work in Japan through the "Employment Program for Skills Development", and is ready to support Vietnam in training high-quality human resources.
The Japanese Prime Minister agreed with the Vietnamese Prime Minister's proposals on enhancing economic, trade and investment cooperation. He pledged to coordinate to remove obstacles and create favorable conditions for cooperation between the two countries.
The two Prime Ministers agreed to further enhance political trust through high-level exchanges and contacts; promote defense and security cooperation, effectively implement existing dialogue and cooperation mechanisms, and respond to common challenges in the region.
Discussing regional and international issues of mutual concern, the two leaders agreed to strengthen coordination, share positions, and support each other at multilateral forums such as ASEAN, the United Nations, and Mekong sub-regional mechanisms.
Regarding the East Sea issue, the two sides emphasized the importance of maintaining peace, stability, security, safety and aviation in the East Sea, and resolving disputes by peaceful means in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
On this occasion, Prime Minister Pham Minh Chinh respectfully conveyed General Secretary and President To Lam's invitation to the Japanese Emperor and Empress to visit Vietnam. He also looked forward to welcoming the Japanese Prime Minister to Vietnam soon.
Accepting the invitation, Prime Minister Ishiba said he will arrange to visit Vietnam in the near future.
