The Vietnam Federation of Commerce and Industry (VCCI) has just responded to Official Dispatch No. 5594 of the Ministry of Finance regarding the request for comments on the Draft Circular regulating the collection rates of a number of fees and charges to support people and businesses.
VCCI said that the business community welcomes the continued reduction of some fees and charges. This will help businesses overcome the current difficult period.
However, in order for this policy to be practical and truly support businesses, VCCI recommends that the Drafting Committee consider a number of issues.
Specifically, VCCI said that the draft has reduced many types of fees related to the assessment of conditions and issuance of business licenses by 50% compared to current regulations. However, there are also some types of fees in the draft that have the same nature but the reduction is quite low.
VCCI believes that the fees are similar in nature but the reduction levels are different.
VCCI gave an example: "Fees for assessing business conditions in labor safety technical inspection activities; labor safety and hygiene training" reduced by 30%; "Fees for assessing conditional business in the field of food, environmental treatment products used in aquaculture" reduced by 10%; "Fees for assessing business licenses for civil cryptographic products and services, certificates of conformity for civil cryptographic products, certificates of conformity for civil cryptographic products" reduced by 20%.
This can make the fee reduction policy unclear, why the procedure and nature of the reduction are different.
Therefore, VCCI recommends that the Drafting Committee review the Draft and increase the reduction level of the above fees to that of similar fees.
VCCI added that there are currently more than 220 conditional business investment sectors, many of which are being managed under the mechanism of assessing business conditions and granting business licenses.
Meanwhile, the Draft only reduces fees related to business condition assessment and licensing for a small number of conditional business lines (about 9-10 lines). This significantly limits the impact of the fee reduction policy.
On that basis, VCCI recommends that the Drafting Committee consider reviewing fees related to business licensing of conditional business lines to further reduce fees .
