On the afternoon of August 28th, the Military Medical Department (General Department of Logistics) held a conference to summarize the implementation of the Law on Officers of the Vietnam People's Army. Attending and directing the conference were: Lieutenant General Do Van Thien, Political Commissar of the General Department of Logistics; Major General Nguyen Truong Giang, Director of the Military Medical Department. Colonel Tran Cong Truong, Deputy Director of the Military Medical Department, chaired the conference.
Reporting at the conference, Colonel Ngo Van Chinh, Head of Political Affairs Department of the Military Medical Department, affirmed that, deeply aware of the position, role, and importance of the Law on Officers of the Vietnam People's Army, the Party Committee and command of the Military Medical Department, and the Party committees and commanders at all levels within the Military Medical Department have focused on effectively disseminating and implementing the Law on Officers of the Vietnam People's Army, as amended and supplemented in 2008 and 2014, and the detailed guiding documents for its implementation, to cadres, Party members, and the general public, especially officers at all levels, creating positive changes in both awareness and responsibility during the implementation process.

At the conference, participants discussed difficulties, obstacles, and shortcomings in the implementation of the law; analyzed and assessed the consistency between the law and related legal documents; identified obstacles and shortcomings in its implementation; and proposed specific solutions to overcome these challenges.
Opinions expressed at the conference suggested that, regarding equivalent positions and titles: It is proposed to consider upgrading the equivalent titles of Battalion Commander and Battalion Political Commissar to the equivalent of Deputy Regiment Commander and Deputy Regiment Political Commissar for the Heads of Departments; Heads of Sub-warehouses of Warehouse 706 and Department 708; Heads of Logistics and Technical Departments of units within the Military Medical Department; and Heads of the Supplies Department of the Military Preventive Medicine Institute. It is also proposed to upgrade the equivalent titles of Company Commander and Company Political Commissar to the equivalent of Battalion Commander and Battalion Political Commissar for the Political Assistants directly under the command of the Military Radiation Medicine and Oncology Institute; the Southern Military Preventive Medicine Institute; the Military Forensic Institute; Financial Assistants; Assistants of the Logistics and Technical Departments of units within the Military Medical Department; and Assistants of the Political Department (Warehouse 706 and Warehouse 708).

Regarding the rank ceiling: The rank ceiling for the Director of the Military Medical Department will be raised from Major General to Lieutenant General. Point 4, Article 19 of the Regulations on Military Medical Work of the Vietnam People's Army clearly states that "The Director of the Military Medical Department has the right to mobilize the forces and resources of all military medical units throughout the army to serve the troops, treat the wounded and sick, and prevent and control epidemics for the people"; and to perform the function of State management of medical work in the Army. Therefore, the Director of the Military Medical Department has a rank ceiling equivalent to that of units within the military medical sector (Military Medical Academy, Central Military Hospital 108).
In his remarks at the conference, Lieutenant General Do Van Thien instructed the Military Medical Department to continue to thoroughly understand and strictly implement the Law on Officers of the Vietnam People's Army, as well as resolutions, decrees, circulars, and guidelines for its implementation; to strengthen propaganda and education , and raise awareness among officers to firmly grasp the basic contents of the law and guiding documents for its implementation, creating consensus in its implementation; and to correctly and fully implement the contents of current policies for officers and their families, ensuring attentive and thoughtful care...
