People want land acquisition and clearance at once for both phases.

In July 2023, the Ministry of Transport will implement the project to upgrade the Duong River waterway transport route (Duong railway bridge). The project will have a dedicated railway bridge upstream and a dedicated road bridge downstream to replace the existing Duong bridge. The total investment of the project is more than 1,800 billion VND.

The Ministry of Transport said that this project aims to increase the capacity of waterway transport on waterway corridor No. 1, separate the road bridge from the railway bridge to improve traffic conditions connecting across the Duong River on the key traffic route north of Hanoi; at the same time ensure traffic safety and avoid congestion, gradually completing the capital's traffic network according to the planning orientation.

The project is invested by the Ministry of Transport with State budget capital in the medium-term plan 2021-2025. The Railway Project Management Board (PMU) (investor) and contractors are carrying out procedures, mobilizing equipment to implement the construction of Duong road bridge as well as coordinating with the People's Committee of Long Bien district and the People's Committee of Gia Lam district to carry out site clearance work.

According to the Ministry of Transport, based on the Hanoi Capital Transport Planning to 2030, with a vision to 2050, the Hanoi People's Committee has approved the red line of the project with a construction scale of a new road bridge with a bridge width of 56m including two units, equivalent to 8 lanes.

However, with the goal of separating the road bridge and the railway bridge, it is necessary to restore the existing road bridge infrastructure. Therefore, in the decision to approve the project, phase 1 only invests and implements site clearance for one unit; in the future, the Hanoi People's Committee will conduct site clearance and invest in the remaining unit.

"The division of investment into two phases will result in some households having to undergo land acquisition twice, especially some households having to undergo land acquisition three times when implementing local projects, greatly affecting the lives of people whose land is recovered. Some households are not granted land use right certificates or housing construction permits according to regulations.

This issue does not receive consensus from the people, and localities will have great difficulty in site clearance work in phase 1 of the project.

Up to now, according to information reflected by local authorities, through dialogue and contact with voters, people have requested land acquisition and clearance at once for both phases. This content has also been proposed by localities to investors and Hanoi People's Committee," said the Ministry of Transport.

Proposing Hanoi to unify the policy

Regarding resettlement in Gia Lam district, the Ministry of Transport said that according to Decision No. 10/2017 of the Hanoi People's Committee on compensation, support and resettlement when the State reclaims land in Hanoi, households whose residential land is reclaimed will be compensated with land.

However, after reviewing the resettlement land fund in Bac Duong area, Gia Lam District People's Committee requested the Railway Project Management Board to coordinate research and report to Hanoi People's Committee to establish a project to build a resettlement area to serve land acquisition and resettlement, and allocate resettlement land to households whose land was recovered. The reason is that Yen Thuong Commune's resettlement area no longer has land to allocate for resettlement for affected households.

At the request of the Railway Project Management Board, the Hanoi People's Committee has issued a document assigning the Department of Natural Resources and Environment to preside over and coordinate with the Gia Lam District People's Committee to inspect and review the arrangement of housing funds and resettlement land funds for the project. Based on the opinions of the Department of Natural Resources and Environment, in June 2023, the Gia Lam District People's Committee chaired a meeting on the development of a resettlement plan for households whose land was recovered under the project.

Accordingly, the Gia Lam District People's Committee requested the Railway Project Management Board to report to the Ministry of Transport to consider allocating capital to implement the project of building a resettlement area to serve the project. However, the construction of the resettlement project (with an expected implementation time of about 3 years) will greatly affect the progress of site clearance and the progress of the Duong Bridge project.

From here, the Ministry of Transport requests the Hanoi People's Committee to direct relevant agencies to urgently implement site clearance work according to the scale and technical standards of the approved investment project, to avoid affecting the construction progress of the project.

To facilitate investment in the expansion phase project according to the planning, and avoid affecting the lives of people affected by land acquisition and clearance in phase 2, it is recommended that the Hanoi People's Committee study and agree on the policy of land acquisition and clearance at once for both phases.

Arrange the Hanoi City budget to implement the second phase of the Duong road bridge project (including the area of ​​the triangle island in Long Bien district) according to the principle of integration with the central budget allocated to the Ministry of Transport to implement the first phase of the project. Based on the opinion of the Hanoi People's Committee on the capital source, the Ministry of Transport will report to the Prime Minister for decision.

The Ministry of Transport also requested the Hanoi People's Committee to arrange available resettlement housing and land funds of the city in other areas to serve the resettlement work for the project through Gia Lam district to speed up the project's site clearance progress.
