Proposal to investigate anti-dumping tax on galvanized steel from China and Korea

Responding to Thanh Nien , a leader of the Department of Trade Defense (Ministry of Industry and Trade) confirmed that domestic enterprises have submitted applications to consider investigating and applying anti-dumping measures.

Domestic steel industry is facing fierce competition from imported steel.

Previously, on April 19, the Department of Trade Defense received documents from companies representing the domestic manufacturing industry requesting an investigation into the application of anti-dumping measures on galvanized steel products imported from China and South Korea.

After examining the requests from the businesses, on May 3, the Department of Trade Defense confirmed that the documents from the businesses were complete and valid according to the provisions of the law on trade defense.

To serve the appraisal work, as well as to ensure the legitimate rights and interests of enterprises, the Department of Trade Defense has requested that before May 20, domestic enterprises producing and trading galvanized steel in the country provide information about the enterprise; design capacity and output of galvanized steel products in the period 2019 - 2023; any other documents and evidence that the company believes are related to the case...

Within 45 days from the date of confirmation of complete and valid dossier, the Department of Trade Defense will appraise the dossier to submit to the Minister of Industry and Trade for consideration to conduct an investigation or not to conduct an investigation of the case.

Specifically, the Trade Defense Department will determine the legal representative status of the domestic manufacturing industry of the organization or individual submitting the application according to the provisions of the Law on Foreign Trade Management; determine evidence of dumping of imported goods causing or threatening to cause significant damage to the domestic manufacturing industry or significantly hindering the formation of the domestic manufacturing industry.

Previously, in March, the Trade Defense Department received a request to investigate and apply anti-dumping tax on hot-rolled steel (HRC) imported from China and India.

Regarding this incident, the Government Office issued Official Dispatch 2684 conveying the direction of Deputy Prime Minister Le Minh Khai regarding the situation reported by the press, the import volume of hot-rolled steel (HRC) increased sharply to more than 9.6 million tons, mainly from China and India.

Deputy Prime Minister Le Minh Khai directed the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Finance and relevant agencies to review and grasp the situation of increased hot-rolled steel imports; proactively take appropriate, timely and effective measures according to authority and legal regulations; protect the legitimate interests of the domestic manufacturing industry but in accordance with international practices and a fair competitive environment.
