Proposal to adjust the design of the final intersection of Khanh Hoa - Buon Ma Thuot expressway, ensuring connection between Ho Chi Minh road and East-West road

To ensure synchronous connection of 3 major projects, Dak Lak Provincial People's Committee has sent an official dispatch requesting the Ministry of Transport (now the Ministry of Construction) to consider adjusting the design of CT.02 intersection (the final intersection at Km117+593) of Component Project 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1.

According to the original design, the CT.02 intersection is a complete asterisk shape (phase 1 is a single trumpet shape). This design only meets the connection between the Khanh Hoa - Buon Ma Thuot expressway and the Ho Chi Minh road, the eastern bypass of Buon Ma Thuot city.

Meanwhile, Dak Lak province is currently implementing related procedures to implement the East-West Road Connection Project (Vo Nguyen Giap Road).

Therefore, the proposed plan adjusts the design of the CT.02 intersection in the direction of adding 3 connecting branches, ensuring the connection of the expressway, Ho Chi Minh road, the eastern bypass of Buon Ma Thuot city, and the East-West road.

This adjustment is expected to incur a cost of about 172 billion VND compared to the approved design. This additional cost is balanced in the total investment structure and is used from the project's contingency costs. The scope of the additional design does not incur site clearance costs because the site clearance at the intersection has been organized in stages.

Component 3 of the Khanh Hoa - Buon Ma Thuot Expressway Project Phase 1 has a total length of over 48 km, with a total approved investment of 6,165 billion VND; with the Dak Lak Provincial People's Committee as the managing agency, the Dak Lak Provincial Management Board of Investment Projects for Construction of Traffic Works and Rural Development as the investor. On the route, there are 5 different-level interchanges, of which 4 interchanges are invested in a complete scale in phase 1; the CT.02 interchange in the completed phase is asterisk-shaped (phase 1 is single trumpet-shaped).
