
The Master Plan for the construction of the Border Gate Economic Zone (KKTCK) of Lao Cai province to 2040, with a vision to 2050, has been approved by the Prime Minister in Decision No. 1627/QD-TTg dated November 23, 2018. However, after a period of implementation, it is necessary to review and adjust it to suit the socio-economic development situation of the Northern Midlands and Mountains region and the Lao Cai Provincial Planning for the period 2021 - 2030, with a vision to 2050 (especially in the field of border gate economic development and industrial development in the province). Therefore, Lao Cai province requests the Ministry of Construction to give its opinions on the Project to adjust the Master Plan for the construction of Lao Cai Border Gate Economic Zone, Lao Cai province to 2045 for submission to the Prime Minister for approval.
Accordingly, the scope, boundary and scale of the adjustment of the Lao Cai Economic Zone Master Plan remain the same as in Decision No. 1627/QD-TTg. Specifically, the scope of the planning adjustment includes Lao Cai city, Bao Thang district, Bat Xat district, Muong Khuong district and Si Ma Cai district. The scale of the planning adjustment has a total area of about 15,929.8 hectares.
The boundary of the adjusted planning is determined as follows: To the north, it borders Ha Khau district, Kim Binh district, Yunnan province, China; to the east, it borders Ma Quan district, Yunnan province, China and Xin Man district, Ha Giang province; to the south, it borders Lao Cai city, Bat Xat district, Bao Thang district, Muong Khuong district and Simacai district, Lao Cai province; to the west, it borders Kim Binh district, Yunnan province, China and Phong Tho district, Lai Chau province.
Lao Cai Economic Zone is divided into 3 regions with their own characteristics.

Zone I - Lao Cai International Border Gate has a natural area of 2,436.07 hectares, with the main development orientation being a commercial center, service tourism, industry, urban and rural residential development, thematic parks...
Zone II - Ban Vuoc International Border Gate has a natural area of 7,928.87 hectares, with the main development orientation being a center for trade, services, industry, logistics, warehousing, cross-border tourism, entertainment, resort tourism, golf courses, urban development and rural population...
Zone III - Muong Khuong International Border Gate has a natural area of 5,564.86 hectares, with the main development orientation being the development of trade and services, transit of goods, exchange of goods between border residents, agricultural and forestry production, urban and rural population development... with Muong Khuong urban area as the center to promote regional development, oriented to become a type IV urban area.

Regarding the spatial organization of functional areas, Lao Cai Economic Zone will be divided into 11 functional areas, including: Border gate and customs clearance area; Industrial development area; Mineral exploitation area; Logistics service and dry port development area; Mixed development area; Tourism, entertainment, physical training - sports, theme park development area; Agricultural - forestry development area; Urban development area; Rural residential development area; Security and defense area; Landscape conservation area.
