DNVN - Giving comments on the draft Strategy for developing Vietnam's logistics services, VCCI proposed considering adding to the draft Strategy for developing Vietnam's logistics services the task of researching and developing policies and laws to encourage and promote businesses towards developing green logistics, especially for small and medium enterprises.
The Ministry of Industry and Trade is seeking comments on the development of the Vietnam Logistics Services Development Strategy. Basically, the Vietnam Federation of Commerce and Industry (VCCI) agrees with the need to develop and promulgate the Vietnam Logistics Services Development Strategy and the Action Program for the period 2025-2030 to implement the Logistics Services Development Strategy for the period 2025-2035, with a vision to 2045.
According to VCCI, in Section I. Legal basis for strategy development in the Draft Submission, the Party's Resolutions and documents of the National Assembly and Government related to the logistics service sector were mentioned.
However, this section does not mention Decision No. 1658 dated October 1, 2021 of the Prime Minister approving the National Strategy on Green Growth for the 2021-2030 period, with a vision to 2050, and Decision No. 882 dated July 22, 2022 of the Prime Minister approving the National Action Plan on Green Growth for the 2021-2030 period.
The National Strategy on Green Growth for the 2021-2030 period, with a vision to 2050, sets specific goals for greening economic sectors, including identifying the development of green logistics centers.
In particular, the National Strategy on Green Growth for the period 2021 - 2030, with a vision to 2050, has set specific goals on greening economic sectors, including identifying the development of green logistics centers. The National Action Plan on Green Growth has also identified 6 groups of tasks and activities and 18 specific tasks and activities in the field of transportation and logistics services.
Therefore, VCCI believes that it is necessary to consider adding the National Strategy on Green Growth and the National Action Plan on Green Growth to Section I. Legal basis for developing the strategy in the Draft Submission.
In Section II.2 of the specific objectives of the draft Strategy, it is determined to build "modern logistics service centers on par with international standards...", including at least 5 centers in the period 2025-2035 and at least 8 centers in the period up to 2045.
To be consistent with the Green Growth Strategy (regarding the development of green logistics centers), VCCI recommends considering adding specific numbers of green logistics centers to Section II.2 of the draft Strategy and integrating this content into relevant projects and tasks of the draft action program.
VCCI assesses that the development of green logistics is an important trend and the participation of enterprises should be encouraged. Therefore, VCCI recommends considering adding to the draft Strategy and draft Action Program the task of researching, developing policies and laws to encourage and promote enterprises towards the development of green logistics, especially for small and medium enterprises.
Accordingly, there are tax incentives, encouraging the use of alternative energy sources in road transport, encouraging changes in transport modes to a multimodal transport model, building carbon credits to protect and control greenhouse gas emissions...
