DNVN - In its comments on the draft Strategy for the Development of Vietnam's Logistics Services, the Vietnam Chamber of Commerce and Industry (VCCI) proposed adding to the draft Strategy the task of researching and developing policies and laws to encourage and promote businesses towards developing green logistics, especially for small and medium-sized enterprises.
The Ministry of Industry and Trade is seeking feedback on the development of Vietnam's logistics services strategy. Essentially, the Vietnam Chamber of Commerce and Industry (VCCI) agrees with the necessity of developing and promulgating the Vietnam Logistics Services Development Strategy, and the Action Program for the period 2025-2030 to implement the Strategy, with a vision to 2045.
According to VCCI, Section I, Legal Basis for Strategy Development in the Draft Submission, lists the Party's Resolutions and documents of the National Assembly and Government related to the logistics services sector.
However, this section does not mention Decision No. 1658 dated October 1, 2021, of the Prime Minister approving the National Strategy on Green Growth for the period 2021-2030, with a vision to 2050, and Decision No. 882 dated July 22, 2022, of the Prime Minister approving the National Action Plan on Green Growth for the period 2021-2030.
The National Strategy on Green Growth for the period 2021-2030, with a vision to 2050, sets specific targets for greening economic sectors, including identifying and developing green logistics centers.
Specifically, the National Strategy on Green Growth for the period 2021-2030, with a vision to 2050, has set specific goals for greening economic sectors, including the development of green logistics centers. The National Action Plan on Green Growth has also identified 6 groups of tasks and activities and 18 specific tasks and activities in the field of transportation and logistics services.
Therefore, VCCI believes that consideration should be given to adding the National Strategy on Green Growth and the National Action Plan on Green Growth to Section I: Legal Basis for Strategy Development in the Draft Submission.
Section II.2, Specific Objectives of the draft Strategy, identifies the establishment of “modern logistics service centers on par with international standards…”, with at least 5 centers in the 2025-2035 period and at least 8 centers in the period up to 2045.
To align with the Green Growth Strategy (regarding the development of green logistics centers), VCCI proposes considering adding specific figures on green logistics centers to Section II.2 of the draft Strategy and integrating this content into relevant projects and tasks of the draft action program.
The Vietnam Chamber of Commerce and Industry (VCCI) assesses that the development of green logistics is an important trend and requires the participation of businesses. Therefore, VCCI proposes considering adding to the draft Strategy and draft Action Program the task of researching and developing policies and laws to encourage and promote businesses towards developing green logistics, especially for small and medium-sized enterprises.
Accordingly, there are tax incentives, encouragement of the use of alternative energy sources in road transport, encouragement of changes in transport methods towards a multimodal transport model, and the development of carbon credits to protect against and control greenhouse gas emissions…
