On the morning of November 20, the National Assembly held a discussion in the hall on the results of the supervision of the settlement of voters' petitions sent to the 5th session of the 15th National Assembly. During the discussion, Deputy Nguyen Anh Tri (Hanoi), former Director of the Central Institute of Hematology and Blood Transfusion, made a remarkable statement on the issue of medical examination and treatment for the people.

Deputy Nguyen Anh Tri said that to resolve the local shortage of drugs and medical supplies, the Ministry of Health has responded to local voters' recommendations on a number of issues such as adding more drugs to the health insurance list, overcoming the shortage of drugs, medical equipment and supplies in hospitals, improving salary and allowance regimes for medical staff, etc.
This phenomenon has been mentioned many times in reports, and has also been discussed and questioned many times at the meeting. The Ministry of Health has tried very hard to resolve it with necessary legal documents to promote the purchase of medical equipment for medical examination and treatment. Provinces and cities need to urge, inspect, and organize the purchase of sufficient and correct equipment to ensure good conditions for health care, medical examination and treatment for the people.

In particular, Deputy Nguyen Anh Tri said that many voters complained that when going to the hospital for a medical examination, having to ask for a referral letter is very troublesome, time-consuming, and tiring. 93% of the Vietnamese population has health insurance, referral letters become a barrier for patients while information technology develops, connecting test results, functional examinations, and diagnostic imaging has become easier. Therefore, it is necessary to make the connection easier.
The delegate suggested that when amending the Law on Health Insurance in the near future, agencies should aim to ensure that people with health insurance can seek medical treatment anywhere they want, in accordance with their health condition, quality of examination and treatment, travel time, and care conditions of people with health insurance, "this must be considered the most important amendment of the Law on Health Insurance in the near future".
The former Director of the Central Institute of Hematology and Blood Transfusion highly appreciated the Government's recent Decree 75, because it adjusted the total health insurance payment (limit on health insurance fund expenditure) of hospitals each year to implement payment according to service prices. Accordingly, health insurance services will be paid according to reality, that is, what medicine and medical supplies the medical facility provides will be paid by health insurance.
Deputy Nguyen Anh Tri thanked the Government and the Ministry of Health for issuing Decree 75 amending and supplementing a number of articles of Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government detailing and guiding measures to implement a number of articles of the Law on Health Insurance to end a "forest of barriers" that has caused trouble and hesitation over the past few years. He hoped that medical facilities and patients would monitor so that the decree is properly implemented in practice and not distorted.
Regarding the list of drugs covered by health insurance, Deputy Nguyen Anh Tri proposed adding male diseases that have been included in the international classification of diseases by the World Health Organization (WHO) to the list of drugs to be covered by health insurance.
On the other hand, the upcoming amendment to the Health Insurance Law proposes to remove the list of drugs covered by health insurance, because the treatment regimen and medication used are determined by the doctor based on the severity of the disease and their qualifications and experience, as well as updating world medical advances to achieve the best results for the patient.
“The list of drugs and medical supplies must be decided by doctors and the medical industry. If the patient uses any drug or treatment, and it is correct and effective, then health insurance must pay for it. Please do not have a list of drugs paid for by health insurance anymore,” the delegate said.
