Border areas always have the potential for criminals to take advantage of the terrain to commit crimes or lure border residents to commit illegal acts. As the core force, the police of border communes in the province have closely coordinated with functional forces to synchronously deploy many solutions, contributing to maintaining security and safety in border areas.

Binh Lieu district has a border of more than 43km adjacent to China. The people living in the area are mainly ethnic minorities, with limited legal knowledge, potentially complicated developments in criminal activities such as buying and selling people, illegally leading people to enter and exit the country, transporting and trading firecrackers...

According to Captain Do Quang Hung, Deputy Head of Hoanh Mo Commune Police, since the Covid-19 pandemic, the economy has become more difficult, people have taken advantage of houses near the border, lack of security and order control, and taken advantage of trails and openings to illegally bring goods, mostly agricultural products and firecrackers.

Mr. Bui Xuan Chieu, Party Cell Secretary, Head of Na Sa Village, Hoanh Mo Commune (Binh Lieu District) shared: Na Sa is a border village, at risk of being exploited by people to illegally bring people in and out of the country, and bring women and children across the border. Previously, due to lack of understanding, there were cases with signs of incipient signs, but no criminal acts were committed. However, now, people are very aware of not violating the law. This result is also thanks to the government and functional forces, especially the Commune Police and Border Guard, who regularly monitor the situation to promptly prevent and not let any cases occur in the village. Thereby, people understand and comply well to settle down, produce and develop the economy more and more prosperously.

Identifying raising awareness and understanding for the people as a key solution of great significance, directly affecting the work of ensuring security and order, especially for border residents. Therefore, the Commune Police force has strengthened and diversified propaganda measures; raised awareness for ethnic minorities in border areas about the methods, tricks and behaviors of criminals, especially those at high risk of being exploited by bad guys; mobilized people not to participate or assist in illegal acts, especially organizing illegal entry and exit across the border, smuggling, trade fraud; property theft; illegal trading, transportation and storage of firecrackers... At the same time, be ready to report to the authorities when bad guys appear in the residential area to inform the security forces, Border Guard, promptly handle if there are signs of committing crimes and violating the law.

Major Phùng Phúc Khương, Chief of the Quảng Sơn Commune Police, Hải Hà District, said: We combine propaganda in village meetings, through prestigious people and send commune police officers who are familiar with the area and language to each household to propagate in the ethnic minority language. With ethnic minorities, officers who are fluent in the language and can converse with them in their ethnic language will create closeness, increase trust, so that they are willing to listen and share. Only then will the propaganda, dissemination and legal education for the people be truly effective.

In addition to propaganda work, to make each citizen a living landmark in the border area, to ensure security and order in the border area, the police of border communes also closely coordinate with the border guard force to promote professional work; increase patrols and control of border lines, landmarks, trails and openings; fight against all kinds of crimes; contribute to protecting territorial sovereignty and national border security.
