Exams in accordance with the new general education program
From 2025, Ho Chi Minh City University of Education will continue to organize specialized competency assessment exams including math, physics, chemistry, biology, literature and English with an expected expanded scale, not only serving the school's enrollment but also for other universities.
Master Nguyen Ngoc Trung, Vice Principal of the school, said: "The illustrative exam for assessing specialized competencies according to the new structure from 2025 has many new points compared to 2020. Specifically, 2 new question formats are added: multiple-choice objective questions with more than 1 correct option and general data history question format. These specific formats contribute to measuring specialized competencies and general competencies according to the 2018 General Education Program".
In that spirit, the specialized competency assessment exam from 2025 of Ho Chi Minh City University of Education will have many improvements in the exam structure of the subjects to suit the new General Education Program.

Dr. Sai Cong Hong, Deputy Director of the Department of Secondary Education, former Deputy Director of the Department of Quality Management (Ministry of Education and Training), said that with the sample test structures as announced and through research on the sample test development process of Ho Chi Minh City University of Education, it can be seen that the approach to test development is based on the component competencies of the subject, the manifestations of the component competencies of the subject competency and the requirements to be achieved of the 2018 General Education Program to determine the assessment benchmarks when developing the matrix, test specifications for the subjects, and at the same time, there is testing to standardize the matrix and test specifications.
In all the exams, a variety of question formats are used to assess the competencies in accordance with the two familiar formats inherited from the exams of previous years: multiple-choice objective tests with 1 correct answer and fill-in-the-blank multiple-choice questions. In particular, in the illustrative exam, 2 relatively unique new question formats appear: multiple-choice objective tests with more than 1 correct answer and questions using general data. The requirements of the questions have increasing difficulty and these specific formats are capable of measuring specialized competencies at a high level and applied competencies at a high level such as analysis, synthesis, evaluation and general competencies in problem solving, decision making, etc.
The sample test has 2 new question formats.
Specifically, the subjects of mathematics, physics, chemistry, and biology include 40 questions divided into 3 parts. Part 1 includes 25 objective test questions (divided into 2 different formats: multiple-choice objective test, with 1 correct answer and multiple-choice objective test, with more than 1 correct answer). Part 2 has 5 objective test questions exploiting synthetic data and part 3 includes 10 fill-in-the-blank questions.
The literature section will consist of 22 questions and will be divided into 3 parts. Part 1 is reading comprehension with 20 multiple choice objective test questions. Part 2 is writing a short passage with 1 essay question and part 3 is writing an essay with 1 essay question.
For English, the exam structure remains the same as in previous years, with an approach based on the test format to assess proficiency from level 3 to level 5 according to the 6-level Foreign Language Proficiency Framework for Vietnam. The test materials are diverse and taken from many different fields.
The exam time for math, physics, chemistry, biology, literature is 90 minutes and English is 180 minutes. Candidates read and take the exam on the computer.
Master Nguyen Ngoc Trung added that the sample test is designed to serve the test takers who are students studying the current high school program, participating in the exams organized from 2025. Of which, the knowledge content of the grade 12 program accounts for 70-80%, the rest is the knowledge content of the grade 10 and 11 programs.
The specialized competency assessment exam for university admission has been implemented by Ho Chi Minh City University of Education since 2022. In 2024, the total number of candidates participating in all 5 sessions reached 8,540. From 2025, in order to expand the scale of organizing the exam to serve the admission work of the school and other universities, the exam is expected to be held at locations including Ho Chi Minh City, Long An, Gia Lai, Da Nang and continue to expand the number of universities using the results.
