The capital Hanoi, with its thousands of years of history, natural landscape, strategic geographical location, and modern transport infrastructure and facilities, has great potential to develop tourism into a key economic sector in the new context.
Hanoi has many new opportunities in tourism development. The geographical location conditions are advantages for the capital Hanoi to develop the economy in general and tourism in particular, playing the role of a focal point, a tourism center connecting the whole country and with the region and internationally.
According to experts, tourism in the capital is increasingly asserting its role as a key economic sector, promoting the development of other sectors and fields, contributing to the economic restructuring. The image of the capital is widely promoted to the world.
The outstanding mark of Capital Tourism last year was being continuously honored in many prestigious international tourism awards as well as being highly appreciated by international media.
Typically, Hanoi was awarded 2 world awards and 3 Asian awards by the World Travel Awards, namely: World's Leading City Destination for Short Breaks; World's Best Golf City Destination 2023; Asia's Leading City Destination 2023; Asia's Leading City Tourism Management Agency. The Travel magazine voted Hanoi into the Top 10 most beautiful destinations in Southeast Asia...
According to statistics from the Hanoi Department of Tourism, in the first 6 months of 2024, the total number of tourists to Hanoi is estimated at 14.05 million, an increase of 13.7% over the same period in 2023. This is a positive result, demonstrating the attraction of Hanoi tourism to domestic and foreign tourists.
Of the number of tourists to Hanoi, international tourists are estimated at 3.14 million, up 52.6% over the same period in 2023; domestic tourists are estimated at 10.91 million, up 6% over the same period. Thanks to the high number of tourists, total revenue from tourists is estimated at VND 55,385 billion, up 22.8% over the same period last year.

Besides its strengths, Hanoi tourism still has some limitations. Specifically, the tourism resource system has not been exploited and promoted effectively, many valuable tourism resources have been planned but have not attracted investment to create tourism products.
The quality of tourism products is uneven, not diverse, lacking creativity, lacking core and key tourism products that are imbued with Hanoi’s identity. Hanoi also lacks large-scale, high-quality and classy entertainment and resort areas that are attractive enough to prolong the length of stay and increase visitors’ spending.
The scale of tourism enterprises is still small, competitiveness is weak, and strong tourism enterprises with international brands have not been formed. Technical infrastructure for tourism such as accommodation facilities and tourism services are not uniform, distributed in a scattered manner, lacking in quantity, uneven in quality, and lacking high-quality accommodation facilities (4-5 stars).
Hanoi has not yet coordinated and linked the promotion work with the marketing work of enterprises, has not kept up with market trends; has not yet built annual, large-scale cultural-tourism events bearing the mark of the capital... The above limitations have partly reduced the competitiveness of Hanoi tourism compared to domestic, regional and international competitors.

Opening up new directions in tourism development
Faced with that situation, there needs to be specific orientations and solutions in the coming time that are suitable to the actual situation and current tourism development trends to develop the capital's tourism to truly match its potential position in the coming time.
Tourism in the capital has been developing in the right direction, with a relatively fast growth rate, an increasingly expanding tourist market, and a relatively diverse tourism product system. Hanoi has affirmed its particularly important position in the tourism development of the North and the whole country. The infrastructure system and technical facilities for tourism are increasingly invested in a synchronous and modern direction, creating favorable conditions to promote tourism development.
On June 4, 2024, the Hanoi People's Committee plans to continue implementing Resolution No. 06-NQ/TU dated June 26, 2016 of the Hanoi Party Committee Standing Committee on "Developing tourism in Hanoi Capital in the period of 2016-2020 and the following years", period 2024-2025.
The plan aims to attract a large number of people, international and domestic tourists to visit and experience Hanoi; create a step of growth, comprehensive development of the capital's tourism in terms of both scale and quality of services, quantity and structure of tourists to ensure sustainability. In particular, improve the capacity of state management of tourism in the city, maintain the role of Hanoi as a major tourist center of the country. Continue to build the image of Hanoi tourism as a "Safe - Friendly - Quality - Attractive" destination, meeting the development requirements in the new situation, affirming itself as the world's leading city tourism destination.
Accordingly, the plan identifies 4 target groups and 4 main indicators. In particular, developing Hanoi tourism ensures sustainability and efficiency, as well as being a gateway to welcome and distribute tourists in the North and the whole country.
Along with that, synchronously deploy groups of tasks and solutions to accelerate the recovery and development of tourism in the capital. Strive for a number of tourism development targets in the 2024-2025 period to recover equivalently and exceed the level compared to the period before the Covid-19 pandemic.
Promote the attraction of development resources and the formation of truly professional and attractive tourism product groups with advantages and potential for breakthrough development in the coming period, including: Cultural tourism, MICE tourism, agricultural and rural tourism, entertainment and sports tourism, eco-tourism, resorts, healthcare, and golf tourism.
The city has also implemented solutions to attract international tourists to Hanoi, focusing on a number of key markets, such as: Northeast Asia (China, Japan, Korea...), ASEAN, EU, US; gradually effectively exploiting new, potential markets, such as India, Middle Eastern countries, Eastern European countries...
Regarding targets, the city strives to welcome and serve over 30 million tourists (including over 7 million international visitors) by 2025. Total revenue from tourists will reach over 130 trillion VND. The total contribution rate of the tourism industry to the city's gross regional domestic product (GRDP) is expected to reach over 8%. The average room occupancy rate of hotels and accommodation establishments will reach over 60%.

According to information from the Hanoi Department of Tourism, in 2024, Hanoi still aims to develop sustainably and effectively, becoming a "gateway" to welcome and distribute tourists in the North and the whole country and a "Safe - Friendly - Quality - Attractive" tourist destination. In addition, the tourism industry will strive for some basic development indicators to recover to the same level as before the Covid-19 pandemic.
Regarding the goal of increasing the number of international visitors, Hanoi will focus on key markets such as Northeast Asia, Europe, America and gradually effectively exploit new, potential markets such as: India, Halal countries (Muslim), South America, Australia...
To do that, Hanoi will focus resources on developing and forming groups of professional and attractive tourism products including: Cultural tourism, MICE tourism, agricultural and rural tourism, entertainment and sports tourism, eco-tourism, resorts, healthcare, and golf tourism.
In addition, the Hanoi Ao Dai Tourism Festival that took place recently left many beautiful echoes, in the days when Hanoi welcomed the 70th anniversary of the Liberation of the Capital. It can be said that this is not only an impressive festival, but also a way to preserve and promote the traditional cultural values of Thang Long - Hanoi, at the same time opening up a new direction in tourism development.
