The outline of the Political Report submitted to the Congress must ensure quality.

On the afternoon of October 16, the Subcommittee on Documents of the 21st Provincial Party Congress met to listen to and give opinions on the draft Outline of the Political Report to be submitted to the 21st Provincial Party Congress, term 2025 - 2030. Comrades: Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Subcommittee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Standing Deputy Head of the Subcommittee; Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Subcommittee chaired the meeting.

Comrade Ngo Dong Hai, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Document Subcommittee of the 21st Provincial Party Congress, spoke at the meeting.

At the meeting, the representative of the Document Subcommittee's Working Group presented the draft Outline of the Political Report of the 21st Provincial Party Congress, term 2025 - 2030. The Outline of the Report includes: motto, theme of the Congress; assessment of the implementation results of the Congress Resolution, determination of the position and potential of the province; vision and development orientation; main tasks and solutions; key tasks and development breakthroughs of the province in the term 2025 - 2030.

Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Deputy Head of the Standing Subcommittee of the 21st Provincial Party Congress Document Subcommittee spoke at the meeting.

Comrade Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Deputy Head of the Subcommittee for Documents of the 21st Provincial Party Congress spoke at the meeting.

Delegates focused on discussing and giving comments on the layout, themes, and motto of the Congress; evaluating the results of the implementation of the Resolution; vision and development orientation; main tasks and solutions, especially key tasks and development breakthroughs. Delegates also proposed to add some contents to the Outline, and at the same time requested the Document Subcommittee's Working Group to revise some topics and wording to ensure scientific, tight, and correct document format. Consistent with the general principle that the Document must be the "soul" of the Congress, the Political Report is the center, expressing the thinking, ideology, philosophy, motto, orientation, motivation, and determination of the province, ensuring the highest practicality and political nature.

Comrade Dang Thanh Giang, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council spoke at the meeting.

Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee spoke at the meeting.

Comrade Pham Van Tuan, Standing Committee Member, Head of the Provincial Party Committee's Organization Board spoke at the meeting.

Comrade Hoang Thai Phuc, Standing Committee Member, Head of the Provincial Party Committee's Internal Affairs Committee, spoke at the meeting.

Comrade Hoang Minh Son, Provincial Party Committee member, Editor-in-Chief of Thai Binh Newspaper spoke at the meeting.

In his concluding remarks, Comrade Ngo Dong Hai, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Subcommittee, highly appreciated the work of preparing the content of the Political Report Outline; at the same time, he emphasized that the draft Outline will continue to be supplemented and completed, ensuring the most concise, general and quintessential content. Therefore, it is necessary to innovate thinking, methods and approaches in developing the Report Outline according to the Central Committee's guiding viewpoint. He requested the Document Subcommittee's Working Group to fully absorb the delegates' comments, thereby distilling and generalizing the achieved results, goals, long-term vision and implementation solutions.

The Provincial Party Secretary also gave specific comments on each content and field; at the same time, he requested that delegates continue to research, contribute additional opinions, and update development trends in fields such as agriculture, trade, services, healthcare, education, and economic development towards the sea, thereby building the development orientation for the next term of the province to ensure it is practical and feasible.
