In the first 6 months of 2024, administrative procedure reform has achieved many remarkable results. The Government and the Prime Minister have issued 1 Decree, 2 Directives, 3 Decisions and many directives and administrative documents to promote implementation. Administrative procedures have reduced and simplified 168 business regulations; decentralised 108 administrative procedures; simplified 247 administrative procedures and citizen papers; 1,052 internal administrative procedures have been approved for simplification. Online public services have improved in quality, many public services have been restructured; the rate of online and digitized records has increased compared to 2023.
Activities to improve the business environment continue to be promoted, promptly removing difficulties, cutting down many administrative procedures, saving costs for people, organizations and businesses. The implementation of decentralization plans has brought high efficiency in handling administrative procedures, reducing levels and intermediaries; encouraging and promoting creativity, proactiveness and enhancing the role of local administrative levels. The reduction and simplification of internal administrative procedures contributes to clearly defining responsibilities and powers, enhancing transparency, improving the quality and efficiency of public service performance.
The reform of administrative procedures related to population management has been simplified, bringing practical benefits to people and businesses, helping to cut costs, implementation time and speed up the digital transformation process. Along with that, many opinions, complaints and reflections from people, organizations and businesses have been directed, handled and resolved by ministries, branches and localities.
The conference also discussed the limitations and proposed solutions for administrative procedure reform in the last 6 months of the year, focusing on: Some regulations and administrative procedures are still overlapping, complicated, and go through many intermediary stages; the assessment of policy impacts, compliance costs, and consultation activities of some agencies are not strict. Internal administrative procedures in each ministry, agency, locality, and between state administrative agencies are still complicated and cumbersome; the removal of obstacles for businesses and people has not received due attention in some agencies, units, and localities, especially at the grassroots level, where there is still harassment and negativity; some online public services are not implemented smoothly. The digitization and reuse of digital data in ministries, branches, and localities is still low.
Concluding the conference, Deputy Prime Minister Tran Luu Quang clarified and unified the thinking and approach to the task of administrative procedure reform so that ministries, branches and localities can implement it synchronously in the coming time. It is necessary to promote the role of leaders in implementing administrative procedure reform; organize implementation more drastically and effectively; further strengthen coordination between ministries, branches and localities in administrative procedure reform. At the same time, better communication about the benefits of administrative procedure reform so that people know and implement it.
