- In recent times, closely following the documents and instructions of the Central Government, the Provincial Party Committee has issued documents regulating the implementation of exemplary responsibility. This is the basis for cadres and party members, especially leaders and managers at all levels, to be aware of and responsible for setting an example in all areas, contributing to building the Party and a clean and strong political system.

During his lifetime, President Ho Chi Minh paid great attention to personnel work. He repeatedly emphasized that "Cadres are the root of all work". Therefore, training political ideology, preserving moral qualities and lifestyle of cadres and party members is always an issue of special concern to the Party.

Currently, the province has more than 3,700 cadres and leaders at all levels. This team meets the requirements of professional qualifications, political theory, ethics and lifestyle, and has a spirit of dedication and responsibility for work.

Specify the regulations

In Lang Son province, implementing solutions to fulfill the role and responsibility of setting an example, the Provincial Party Committee has developed and issued documents, regulations, projects... mentioning the responsibility of setting an example, such as: Regulation No. 1877-QD/TU dated July 5, 2019 on the responsibility of setting an example of cadres and party members, first of all members of the Provincial Party Standing Committee, members of the Provincial Party Committee; the first task and solution of Project No. 08-DA/TU dated July 4, 2023 of the Provincial Party Committee on building a team of leaders and managers, especially leaders with sufficient qualities, capacity and prestige equal to the tasks by 2025 and orientation to 2030 is "Promoting political and ideological education, training of political qualities, ethics, lifestyle, responsibility of setting an example of cadres, especially leaders"...

In close adherence to the documents, guidelines and regulations of the province, the district, city and affiliated party committees have concretized and effectively implemented the regulations on setting examples for cadres and party members in general, and leaders and managers in particular. The party committees directly under the Provincial Party Committee have issued regulations on the exemplary responsibility of their level, developed specialized directives and resolutions and linked the exemplary responsibility of leaders and managers at all levels. Accordingly, 100% of leaders and managers have seriously committed to cultivating and practicing ethics in conjunction with fulfilling the exemplary responsibility.

In Loc Binh district, setting an example is closely linked to implementing specialized directives and resolutions, typically Resolution No. 11-NQ/HU of the District Party Committee on strengthening the Party's leadership in implementing civilized lifestyles in weddings, funerals and festivals.

Ms. Hoang Thi Thuy, Vice Chairwoman of Loc Binh District People's Committee said: Implementing the resolution, the staff, party members in general and management leaders in particular have seriously organized civilized weddings and funerals, thereby setting an example for the masses to follow. Thanks to that, up to now, the rate of weddings organized in a civilized way of life has reached over 97%; the rate of funerals organized in a civilized way of life has reached nearly 90%...

At the same time, comrades who are members of the Standing Committee of Party Committees and members of the Party Executive Committees at all levels have developed plans to organize the implementation of Party regulations on setting an example, strictly implementing "self-reflection and self-correction", thereby proposing policies and solutions to promote strengths, overcome limitations and shortcomings in leadership, direction, management, operation and implementation of assigned tasks; regularly cultivate and train in politics, ideology, ethics, lifestyle, innovate working style and manners, build internal solidarity, and regularly stay close to the grassroots.

The implementation of the responsibility of setting an example by cadres and party members, especially leaders, has raised the awareness of setting an example through practical actions, serious self-criticism and criticism. In many places, cadres, civil servants and public employees have raised their sense of responsibility, formed a civilized, polite and friendly working style and manner, which is highly appreciated by the people.

Promote the responsibility of setting an example

According to the above regulations, all cadres, party members, and heads of agencies and units must uphold a sense of responsibility in performing their duties, regularly cultivate and practice revolutionary ethics; be proactive and exemplary in studying and following Ho Chi Minh's ideology, ethics, and lifestyle; fight, prevent, and repel the degradation of political ideology, ethics, and lifestyle, and manifestations of "self-evolution" and "self-transformation" within the organization.

Party committees from the provincial to grassroots levels have also innovated leadership methods, assigned leaders and managers to attend activities at grassroots Party cells; leaders at all levels have increased contact and dialogue, promptly resolved many pressing issues of the people, seriously implemented self-criticism and criticism... Through implementation, typical examples of setting examples with good and practical ways of doing things have emerged in the area, creating a positive spread in the community.

For example, in 2024, Cao Lau commune, Cao Loc district achieved new rural standards. To achieve that result, the Party Committee and the commune government have promoted their role as role models, sense of responsibility, resolutely directed and mobilized people to join hands in building new rural areas. A typical example is comrade Hoang Van Dieu, Party Secretary, Chairman of the People's Committee of Cao Lau commune, who set an example by donating 1,622 m2 and over 80 pine trees to build rural roads.

Comrade Dieu shared: In order for people to trust and follow, cadres and party members must set an example and take the lead in movements and activities. Therefore, I proactively donated land for people to follow. At the same time, we regularly propagated the meaning of building new rural areas to people. From the example of cadres and party members, the whole commune mobilized 34 households to agree to donate over 20,200m2 of land and over 600 pine, cajuput, and canarium trees to build new rural areas.

In Bac Son district, the exemplary role of the leadership and management team is clearly demonstrated through the program "Weekend with the people". Mr. Hoang Van Hong, Standing Deputy Secretary of the District Party Committee, informed: In order to improve the effectiveness of mass mobilization work and closely follow the grassroots, the District Party Committee issued Plan No. 85 dated October 28, 2022 to lead and direct the implementation of the program "Weekend with the people" in the district. Together with agencies and units, the leadership and management team arranges to spend Saturday or Sunday at the assigned grassroots level to monitor, assist in propaganda, mobilization, guidance, and assistance to the people; help the grassroots solve urgent tasks and key political tasks in the locality... From 2022 to present, the whole district has organized over 300 activities, attracting over 8,000 participants, all activities have the participation of leaders and managers at all levels in the district.

From the exemplary and concrete actions of leaders and managers at all levels, the contingent of cadres, party members and people of all walks of life are excited, confident and actively participate in implementing political tasks and socio-economic development. For example, in response to the construction of new rural areas, from 2024 to present, people in the whole province have donated nearly 69,000m2 of land to build rural roads and new rural infrastructure works. To date, the whole province has 106/175 communes meeting new rural standards, of which 27 communes have met advanced new rural standards and 10 communes have met model new rural standards.

Promoting the responsibility of setting an example, leaders and managers at all levels also actively participate in local movements and mobilize people to participate, such as: the movement of the whole people uniting to build a cultural life, building civilized urban areas; activities to care for policy households, people with meritorious services, poor and near-poor households, etc., thereby mobilizing people to voluntarily implement, creating a widespread movement in the community and the whole population.

Mr. Nguyen Trong Son, Deputy Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, said: In order for the role-setting to become more practical and effective, the Provincial Party Committee's Propaganda and Mass Mobilization Commission continues to advise on promoting the dissemination of studying and following Ho Chi Minh's ideology, morality and lifestyle throughout the entire provincial Party Committee; strengthening the inspection work of party organizations on the cultivation and training of morality and lifestyle of cadres and party members. At the same time, spreading good practices, strengthening the trust of cadres, party members and people, contributing to the successful implementation of tasks and goals set forth by resolutions of party congresses at all levels.

It can be said that the responsibility of leaders and managers to set an example is a key factor in building a clean and strong political system. The example set by leaders and managers spreads to cadres and party members, thereby creating trust for the people so that they can proactively follow the Party's policies and the State's laws, creating consensus in socio-economic development in the province.
