Complete the procedure
At the 24th Session, the 10th Provincial People's Council (taking place from today, July 10) will consider the Proposal of the Provincial People's Committee on the proposal to issue a Resolution approving the policy of rearranging administrative units (ADUs) at district and commune levels in Quang Nam province for the period 2023 - 2025 (referred to as the Project).
Specifically: agree to rearrange Nong Son district and 10 commune-level administrative units. After the rearrangement, Quang Nam has 17 district-level administrative units (including 14 districts, 1 town and 2 cities) and 233 commune-level administrative units (including 190 communes, 29 wards, 14 towns).
Recently, the Department of Home Affairs has advised the Provincial People's Committee to develop a Project; organized to collect voters' opinions and was approved by the People's Councils at the district and commune levels.
The Department received comments from 18 relevant departments, agencies, sectors and localities; of which 9 units agreed with the draft, 9 units had comments. On that basis, the Department studied, absorbed and completed the draft Project. In addition, the Department received 17 comments from members of the Provincial People's Committee, of which 17/17 comments agreed.
In particular, the Department of Home Affairs received many comments at the Project review conference organized by the Provincial Vietnam Fatherland Front Committee on June 24, 2024.
Notably, through the evidence of the existing problems and consequences that have not been completely resolved from the implementation of the arrangement of administrative units at the commune level in the province in the period of 2019 - 2021, many delegates from the grassroots level have contributed comments and recommendations from practice to the agency in charge of drafting the Project.
Through reviewing the Proposal and draft resolution by the Provincial People's Committee on the arrangement of administrative units, the Legal Committee of the Provincial People's Council assessed that the process and procedures for developing the Project and collecting opinions from Party committees, authorities and people were strictly implemented by the Provincial People's Committee, ensuring the prescribed deadline.
Receive many comments
In fact, the implementation of the policy of arranging administrative units at district and commune levels in the period of 2023 - 2025 in the province, besides advantages, also encountered difficulties. The most prominent was the need to organize the second consultation of voters of Tien Son commune (Tien Phuoc) on the project of merging Tien Son and Tien Cam communes.
From 88.42% of Tien Son voters disagreeing with the draft project after the first consultation to 84.78% of voters agreeing with the second draft, it shows the efforts of the steering committee for arranging public service units at all levels in propaganda and mobilization work.
Notably, on June 13, comrade Le Van Dung - Standing Deputy Secretary of the Provincial Party Committee, Head of the Steering Committee for district and commune level arrangement in Quang Nam province for the period 2023 - 2030 promptly had a meeting with the Standing Committee of Tien Phuoc District Party Committee, the Standing Committee of Tien Son Commune Party Committee and listened to the aspirations of officials and party members of Tien Son Commune.
Thereby, concluding on related contents to relieve the thoughts and aspirations of voters, party members, and people, including the policy of using both existing headquarters (Tien Son and Tien Cam commune headquarters) to ensure the operation of the new commune-level administrative unit; or agreeing to allocate resources to build a new working headquarters at a suitable location...
According to the Department of Home Affairs, the profound comments of departments, branches, and localities, especially the opinions of the Vietnam Fatherland Front Committee of the province, helped the advisory agency submit to the Provincial People's Committee a complete Project.
Many comments have been supplemented, updated and clarified by the advisory agency. Notably, in the comments, the Provincial Front requested the agency in charge of the Project to assess the negative impacts in various fields.
In the solution section, propose specific solutions to address and overcome negative impacts, difficulties, and obstacles...
These contents were all received and updated by the Department of Home Affairs in the draft Project. In which, the solution part associated with 4 specific impacts was added and clarified, on state management activities; socio-economics; security, national defense, politics, social order and safety; on administrative reform and public service provision...
In the section on recommendations and proposals, the advisory body added the content “Requesting the Government to allocate support funds (free of charge) for people and businesses when adjusting information on documents; funding and responsibility for overcoming negative impacts, stabilizing people's lives; security and order at the grassroots level; handling surplus public assets…”. This is also the content proposed by the Provincial Front.
Accordingly, the Provincial Front believes that the draft Project only mentions two issues, which are prioritizing investment, infrastructure development and arranging the staff, civil servants, public employees and workers, but has not proposed comprehensive and focused issues to fundamentally solve the negative impacts and biggest difficulties of the Project...
