DNVN - According to Mr. Nguyen Tuan Quang - Deputy Director of the Department of Climate Change ( Ministry of Natural Resources and Environment ), applying the solution of converting production in agriculture through the "Project of 1 million hectares of high-quality, low-emission rice" will help reduce emissions from 3-5 tons of CO2/ha of rice.

Sharing at the "Initiating Workshop on the Assessment of the Emissions Trading System (ETS) for Greenhouse Gases and Carbon Credits in Vietnam", on the afternoon of October 29, Mr. Nguyen Tuan Quang - Deputy Director of the Department of Climate Change (Ministry of Natural Resources and Environment) said that in order for Vietnam to achieve net zero emissions, one of the important solutions is that we must convert energy from "brown" to "green".

At the same time, promote the use of energy economically and efficiently, save resources through the use of advanced, low-emission technology, deploy circular economic models; transform production in agriculture.

“According to calculations, applying the solution of converting agricultural production through the “Project of 1 million hectares of high-quality, low-emission rice” will help reduce emissions by 3-5 tons of CO2/ha of rice. Next is developing forests and ecosystems to increase greenhouse gas absorption, because coastal ecosystems of mangrove forests absorb 4 times more than natural forests. It is necessary to prepare for the pilot operation of the carbon credit market,” said Mr. Quang.

According to the Deputy Director of the Department of Climate Change, as a country with many oil and gas and coal mines, Vietnam is researching and aiming to apply carbon capture and storage solutions. Although this is a rather expensive solution, in the near future, as technology develops, this will be a feasible option.

There are 70 countries and territories in the world applying carbon taxes and carbon markets. This measure currently controls about 11 billion tons of carbon, equivalent to 20% of global emissions.

The establishment and development of the carbon credit market as well as the roadmap for the development of the carbon credit market in Vietnam are stipulated in the Law on Environmental Protection 2020, Decree No. 06/2022/ND-CP of the Government regulating the reduction of greenhouse gas emissions and protection of the ozone layer. However, according to the plan, by June 2025, Vietnam will allocate quotas, after which the market will begin to trade and exchange quotas. So there is not much time left.

The leader of the Department of Climate Change said that the legal corridor and implementation roadmap are already in place. What needs to be done is to specifically assess and calculate the level of macro-level impact and impact on businesses.

“There must be a design and management plan for the ETS system to suit the practical conditions of Vietnam,” Mr. Quang emphasized.
