Continuing the program of the 8th session of the 15th National Assembly, on the afternoon of October 26, the National Assembly held a group discussion session on the draft Law on Electricity (amended).

Delegate Tran Thi Kim Nhung, Standing Member of the National Assembly's Law Committee, National Assembly Delegate of Quang Ninh province, said that regulations on renewable energy are still incomplete and need to be supplemented and clarified to ensure implementation once approved.

Clause 2, Article 19 stipulates that the provincial People's Committee approves the list of medium and low voltage grid investment projects, which is not consistent with Clause 3, Article 10 of this law. Therefore, the delegate suggested that a thorough review is needed to ensure consistency in the law. The delegate also suggested that the regulation on the term of the electricity operation license should be considered to increase from 12 months to 36 to 48 months.

Agreeing with this content, delegate Ngo Hoang Ngan, Party Secretary, Chairman of the Board of Directors of Vietnam National Coal and Mineral Industries Group, National Assembly delegate of Quang Ninh province, proposed that the regulations on the term of electricity operation license should be regulated according to the project's duration. According to the delegate, the construction of projects must be built according to economic indicators and have a long-term implementation process, so the licensing according to the term as proposed in the draft law can create a request-grant mechanism during the project's operation.

Delegate Vu Hong Thanh, Chairman of the Economic Committee of the National Assembly, National Assembly Delegate of Quang Ninh Province, said that the content of the law needs to closely follow and be linked to related laws. Especially the issue of planning, it needs to be unified according to the principles of the Planning Law to create a comprehensive and synchronous implementation.
