Care for commune-level cadres after reorganization
At the meeting with voters, National Assembly Deputy Ta Dinh Thi informed voters about the expected content and program of the 9th Session of the 15th National Assembly ; National Assembly Deputy Nguyen Tuan Thinh informed voters about the results of the responses of competent agencies to voters' petitions at the previous meeting. Next, voters at Constituency No. 9 expressed many opinions and petitions reflecting practical people's issues.
At the meeting, voters of Phu Xuyen district requested that the authorities pay attention to the team of communal-level civil servants when implementing the merger policy. According to voters, many communal-level civil servants grew up from the grassroots, close to the people, so they understand the people very well. Therefore, when arranging, they requested to pay attention to this team to ensure continuous work, at the same time, pay attention to policies for cadres who voluntarily submitted their resignation applications, or consider granting and advancing support funds while waiting for the official decision, and request the Central Government to consider and expand the pension beneficiaries for cadres who have paid social insurance for more than 20 years, and retire 10 to 15 years before the age.

In addition, voters in Phu Xuyen district reported the serious deterioration of the system of underpasses and expressway access roads, causing traffic insecurity. Voters asked delegates to recommend to the Government to pay attention to the early expansion of National Highway 1A through the district to reduce traffic congestion, and to promptly renovate the Phap Van - Cau Gie expressway access road to ensure travel and trade of goods.
Voters in Thuong Tin district also pointed out the current situation of environmental pollution caused by Nhue River water, which has seriously affected people's lives and production. Voters recommended that the National Assembly, the Government and relevant ministries and branches soon find a solution to completely overcome this problem. In addition, voters also pointed out that there are many craft villages in the district, but the planning of craft village industrial clusters and points has not met practical needs. They requested that the Government allow the planning and investment of more industrial clusters to relocate production facilities out of residential areas, minimizing environmental pollution.
At the same time, voters of Thuong Tin district requested delegates to recommend the National Assembly and the Government to direct ministries and branches to soon set up railway boundary markers so that the management of railway corridors can achieve better results. Voters of Thuong Tin district also recommended strengthening the fight against high-tech crimes and online fraud, which are becoming a burning issue today.
Decentralization, local delegation

Sharing more about issues of concern to voters, National Assembly Deputy Nguyen Phuong Thuy said that in 2024, Hanoi city has carried out the largest restructuring of commune-level administrative units in the country. “In accordance with the Central Government’s request, in the coming time, we will reorganize administrative units on a national scale. In particular, we will merge a number of provinces and at the same time, increase the size of commune-level administrative units to move towards a two-level government, including provincial and grassroots levels,” National Assembly Deputy Nguyen Phuong Thuy shared.

According to National Assembly Deputy Nguyen Phuong Thuy, the purpose of this reorganization is not only to streamline the apparatus, but also to fundamentally change in quality. Specifically, it is to decentralize and delegate power to localities, while at the same time rearranging administrative units, reallocating resources and creating development space. Therefore, the commune level will have fundamental changes compared to the present, the area and population at the commune level will increase. Most of the people's administrative procedures are resolved at the commune level, so the commune-level apparatus will be greatly strengthened. To do that, the team of commune-level civil servants will be strengthened in both quantity and quality.
