On October 28, the National Assembly discussed the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023.
Social housing owners are not eligible for incentives.
According to delegate Nguyen Thi Viet Nga, Hai Duong delegation, one of the pressing issues in the development of social housing is that the target group for social poverty is sometimes incorrect.
"There is a current situation where there are people who own social housing who are not eligible for this incentive, not policy beneficiaries, not poor households, near-poor households or low-income households," said a delegate from Hai Duong.
“Although reports from localities show that departments, agencies and branches basically comply with legal regulations when reviewing beneficiaries of social policies. However, there are social housing projects that I see have not been accepted yet but social housing sales have appeared on social networks,” delegate Nguyen Thi Viet Nga cited.
“If there is an inspection to check who is living in social housing, there will certainly be people who are not eligible for preferential treatment. This situation has many causes such as violations and errors in reviewing social housing purchase applications, and circumvention of the law to buy and resell social housing. This has led to the consequence that low-income people have more difficulty accessing social housing,” the female delegate emphasized.
Delegates also recommended strengthening inspection, examination and auditing of social housing quality.
“I propose to add a content to strengthen the inspection of social housing owners and the procedures for reviewing and approving applications for purchasing and leasing social housing to be able to detect and handle related violations,” delegate Nguyen Thi Viet Nga stated.
The Hai Duong delegation said that the selling price of social housing is still quite high compared to the income of people who are eligible for social housing. Therefore, in the coming time, localities need to pay special attention to developing social housing for rent so that people can access it more easily.
Strengthening social housing for rent
Sharing the same view, delegate Hoang Van Cuong, Hanoi delegation, said that social housing is for people who do not have much money. Their income is only enough to cover their living expenses, they do not have enough savings to pay for a house, and they do not even have enough savings to pay the bank loan interest if they get a loan to buy a house.
“So how can people have enough money to buy a house? That is why, in reality, for many years, low-income people were allowed to buy houses, but after 5 years of being allowed to sell, a large number of them sold their houses to use the money to pay off debts and do other things,” the delegate from Hanoi stated.
“I propose that we need to increase the social housing segment for rent for low-income people. Low-income people can rent housing for life. When they have enough money, they will use it to buy commercial housing and reserve that housing fund for people with other incomes to rent,” delegate Hoang Van Cuong suggested.
According to the delegate, developing social housing for rent cannot rely on businesses, because investing in rental housing means spending a lot of money and collecting small change, and small change is not even enough to maintain and operate the house.
“We cannot expect businesses to invest in urban development, but need to have a separate fund for investment in rental housing development. Therefore, I agree with the establishment of a social development investment fund, taking 20% from the revenue from using social housing land of commercial housing projects to form this fund,” said the Hanoi delegate.
Social housing: High goals, big resources
Previously, reporting the results of the thematic supervision on “Implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023” to the National Assembly, Chairman of the Economic Committee Vu Hong Thanh said that from 2015 to present, about 800 social housing projects have been implemented nationwide with a scale of 567,042 units. Of which, only 373 projects have been completed with a scale of 193,920 units.
According to the assessment of the National Assembly Supervision Delegation, the goal of developing social housing is set high, but the resources to achieve the goal have not met the feasibility, effectiveness and efficiency when applied in practice.
In the context of limited state budget resources and difficult economic conditions (especially in the period 2020 - 2023 when the economy is heavily affected by the Covid-19 pandemic), the Government and the Prime Minister have directed the Ministry of Construction to closely coordinate with the State Bank of Vietnam in implementing 7 credit packages for housing support loans. Some packages have brought positive results, but the disbursement of some packages is still limited.
Of which, the 120,000 billion VND credit package being implemented has achieved low results in disbursement. Many localities have reported that borrowing from the credit package is still carried out according to the general regulations of the bank, with similar requirements on borrowing conditions for other commercial business projects.
In addition, many investors believe that the procedure of the Provincial People's Committee announcing the list of social housing projects eligible for loans under the VND 120,000 billion credit program according to Resolution No. 33/NQ-CP dated March 11, 2023 of the Government is unnecessary and adds more steps, so this procedure should be abolished and replaced by a document from the Ministry of Construction guiding the conditions of legal documents for commercial banks to check during the loan application appraisal process so that investors can soon access capital sources for investment in social housing construction.
