National Assembly deputies are concerned that only 4.3% of voters' petitions have been resolved.

On May 30, the National Assembly discussed the proposed National Assembly Supervision Program for 2025. Reporting on the proposed National Assembly Supervision Program for 2025, Secretary General of the National Assembly Bui Van Cuong said that 2025 is the final year of the 5-year Socio-Economic Development Plan 2021-2025, the year in which localities will organize Party Congresses at all levels towards the 14th National Party Congress, prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term, and is the year in which many other important events of the country will take place.

At the same time, 2025 is also the last year of the term. According to the provisions of the Law on Supervisory Activities of the National Assembly and People's Councils, the National Assembly will review the implementation of the National Assembly's resolutions on questioning and thematic supervision throughout the term.

Based on the provisions of the Law on Supervisory Activities of the National Assembly and People's Councils, the characteristics of the situation in 2025 and proposals of the agencies, the Standing Committee of the National Assembly has planned the content of the National Assembly's Supervisory Program in 2025 as in the draft Resolution sent to the National Assembly deputies.

In particular, for thematic supervision, after considering many aspects and following the practice of the 14th National Assembly, in order to create conditions for agencies to focus on implementing the above-mentioned tasks and legislative tasks according to plan; at the same time, to ensure the quality and feasibility of the 2025 supervision program, the National Assembly Standing Committee will submit to the National Assembly for consideration and decision on the supreme supervision of 1 topic at the 10th Session and the National Assembly Standing Committee will conduct supervision of 1 topic at the August 2025 Session.

Accordingly, based on the proposals of the agencies, the National Assembly Standing Committee directed the Secretary General of the National Assembly to synthesize into 10 groups according to the areas of responsibility of the Ethnic Council and the National Assembly Committees. At the same time, based on the selection criteria as well as through studying voters' recommendations, reviewing the press and reviewing the implemented contents, balancing the areas and from the practical situation, the topics for supervision were selected according to a strict process. The National Assembly Standing Committee selected 2 topics for the National Assembly to consider and decided to select 1 topic for supreme supervision.

Specifically, Topic 1: Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect (it is expected that the Committee on Science, Technology and Environment will take the lead in advising on the content).

Topic 2: Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources (expected to be assigned to the Committee on Culture and Education to preside over and advise on content).

Deputy Pham Dinh Thanh (Kon Tum Delegation) expressed his concerns and suggested that the National Assembly Standing Committee and the National Assembly agencies pay attention to monitoring the results of responding to voters' petitions. Through the monitoring results report, it was found that the rate of voters' petitions sent to the 6th session that were responded to was 99.7%. However, the number of petitions that were resolved was 4.3%. The content of responses to voters' petitions that were summarized in the report was mainly explained and provided information by State agencies.

Therefore, according to Mr. Thanh, this data needs to be monitored and clarified. Any petition that needs explanation and information, the State agency must resolve and respond to according to its authority and responsibility.

Regarding the 2025 monitoring program, Mr. Thanh chose Topic 1: Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect to conduct supreme monitoring in 2025.

Also choosing Topic 1: Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect, Deputy Nguyen Thi Viet Nga (Hai Duong Delegation) said that this is an issue that needs to be monitored at the highest level. Because environmental pollution is a hot issue and is of great concern to many voters. The situation of environmental pollution in general and air pollution and water pollution in particular have been mentioned by many National Assembly deputies. In fact, the implementation of policies and laws on environmental protection is facing many difficulties. Putting the above content under supervision is timely and hits the hot issue.

Ms. Nga suggested that in 2025, the National Assembly continue to review the implementation of the National Assembly's resolutions on interpellation and thematic supervision to assess the changes after interpellation and thematic supervision. This is a highly effective form of re-supervision and is the basis for National Assembly deputies to assess the implementation of the National Assembly's resolutions on supervision, interpellation, and the promises of Government members.

Delegate Le Thanh Hoan (Thanh Hoa Delegation) also chose Topic 1: Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 came into effect.
