Accelerating the construction of Da Nang Financial Center

The Steering Committee has the functions and tasks of assisting the Standing Committee of the City Party Committee and the Standing Committee of the Da Nang City Party Committee in leading and directing the timely, comprehensive and effective implementation of Conclusion Notice No. 47 dated November 15, 2024 of the Politburo on building a regional and international financial center in Vietnam.

The Da Nang City Party Committee has just announced the Decision to establish the Steering Committee for the Construction and Development of the Da Nang City Financial Center. Accordingly, Mr. Nguyen Van Quang, Secretary of the City Party Committee, holds the role of Head of the Steering Committee. The Deputy Heads of the Steering Committee include: Mr. Le Trung Chinh, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, as the Standing Deputy Head of the Committee.

The Steering Committee has the functions and tasks of assisting the Standing Committee of the City Party Committee and the Standing Committee of the Da Nang City Party Committee in leading and directing the timely, comprehensive and effective implementation of the Notice of Conclusion No. 47 dated November 15, 2024 of the Politburo on the construction of a regional and international financial center in Vietnam. In addition, the Committee also implements the resolutions of the Government and the action plan of the Standing Committee of the City Party Committee related to this Notice. Key tasks include focusing resources on infrastructure development investment and developing a plan to mobilize resources from the state budget as well as socialization to develop the Da Nang City Financial Center.

In addition, the Steering Committee also coordinated with the Inter-sectoral Steering Committee on the construction of a regional and international financial center in Vietnam, the National Assembly's Resolution Drafting Committee, the Working Group on the construction of the financial center's management apparatus and relevant ministries and branches to draft legal documents and establish a financial center's management and operation apparatus.

Another important task of the Steering Committee is to establish and operate the management and administration apparatus, as well as to develop and implement investment plans for human resource development. At the same time, it advises on budget allocation and mobilizes social resources to build, operate and promote investment for the Da Nang City Financial Center.

It is expected that the International Conference on the development of international financial centers in Vietnam will be held in January 2025 in Da Nang.

At the first meeting of the Steering Committee for Construction and Development of the Da Nang City Financial Center, three important contents were approved, including: Plan to organize the implementation of Notice No. 47 dated November 15, 2024 of the Politburo; Working program of the Steering Committee and assignment of specific tasks to each member; Plan to organize the International Conference on the development of an international financial center in Vietnam, scheduled to take place on January 16, 2025 in Da Nang.

Mr. Nguyen Van Quang, Secretary of the Da Nang City Party Committee and Head of the Steering Committee, affirmed that the Ho Chi Minh City Financial Center and the Da Nang City Financial Center are two independent centers with different scales and levels. However, both centers enjoy the same specific mechanisms and policies, and interact and support each other in the development process. Mr. Quang emphasized that the construction of the Da Nang Financial Center is a strategic breakthrough, in line with the spirit of the Resolution of the 13th National Party Congress, as well as reflecting the spirit of "dare to think, dare to do" of the locality.

Mr. Quang also requested members of Steering Committee 47 and the Working Groups to urgently implement the tasks, focusing on developing domestic and international communication plans. Relevant departments and branches need to soon complete the conditions for deployment locations, connection infrastructure, digital infrastructure and human resource training to attract strategic investors.

At the same time, departments, branches and localities must consider this a key task in 2025 and the following years. Mr. Nguyen Van Quang emphasized that the city needs to urgently design appropriate mechanisms and policies to build an ecosystem around the financial center, meeting the expectations of investors, especially in terms of social infrastructure and land conditions.

It is expected that the upcoming International Conference on “Developing an International Financial Center in Vietnam” in Da Nang will attract hundreds of domestic and foreign delegates. Therefore, Mr. Nguyen Van Quang also requested the departments, branches and the Working Group to coordinate closely to organize a solemn, professional, international-scale conference to introduce the potential and advantages of the Financial Centers of Da Nang City and Ho Chi Minh City.
