The Triệu Phú Multi-Industry Industrial Park (IP) project has a total investment of more than VND 4,533 billion, implemented in the communes of Triệu Trạch, Triệu Sơn, Triệu Lăng (now merged into Triệu Cơ commune), Triệu Phong district, in the Southeast Quang Tri Economic Zone. The project has an area of 531.25 hectares. According to the plan, in the first quarter of 2025, construction of area A and area B1, the area of traffic connection bridge (KNGT) No. 1 will start. However, due to many subjective and objective reasons, the project is behind schedule.

The Trieu Phu Multi-Industry Industrial Park Project was approved by the Prime Minister for investment policy on March 5, 2021 in Decision No. 308/QD-TTg. Trung Khoi Joint Stock Company is the project investor. The project has an area of 531.25 hectares, including Area A: 238.89 hectares; Area B: 248.81 hectares; Area C: 43.55 hectares.
The project's objective is to invest in the construction and business of industrial park infrastructure. The total investment capital of the project is more than 4,533 billion VND. The project's operating period is 50 years from the date of the investment policy decision.
According to the schedule for phase I, the following contents will be completed: in the first quarter of 2025, site clearance (GPMB), land handover and construction permit issuance for area A (238.89 ha) and area B1 (59.50 ha), KNGT bridge area No. 1 (1.02 ha). In the first quarter of 2025, construction of area A and area B1, KNGT bridge area No. 1 will begin. In the third quarter of 2025, construction of the wastewater treatment system for area A and the centralized wastewater treatment plant of the project in area B1 will begin. In the second quarter of 2027, construction investment will be completed and construction items of area A and area B1, KNGT bridge area No. 1 will be put into use.
However, the implementation process encountered many difficulties and obstacles. Clarifying the reasons for the delay in the project's progress, Deputy Head of the Provincial Economic Zone Management Board Truong Khac Nghi said that the process of carrying out procedures such as establishing an industrial park, the policy of changing the purpose of forest use to other purposes to implement the project, locally adjusting the zoning plan for the construction of the Southeast Quang Tri Economic Zone Phase 2... encountered many difficulties.
Therefore, it will not be until 2024 that the local adjustment of the zoning plan for the construction of the Southeast Quang Tri Economic Zone, phase 2, will be completed, specifying the progress of project implementation in the investment registration certificate. On the other hand, the problem in site clearance work affects the residential land of 32 households (in area B, there are 25 residential land plots with houses and in area C, there are 7 residential land plots with houses) but there is no specific resettlement plan, so when implementing investment preparation procedures (such as dividing the investment project to issue the investment registration certificate, implementing site clearance...) it is passive.
In addition to objective reasons, according to the Provincial Economic Zone Management Board, from 2022 to 2023, investors have not been highly determined in implementing the project, contributing to affecting the progress.
To remove difficulties and obstacles in project implementation, in November 2024, the Provincial People's Committee decided to establish a Working Group to support investors in implementing the project of investing in construction and business of infrastructure of Trieu Phu Multi-industry Industrial Park.
The working group has actively supported investors in carrying out procedures to implement the project such as: granting investment registration certificates, planning, construction, fire prevention and fighting, site clearance and resettlement, land, conversion of forest use purposes, exploitation of forest timber, removing the project from the national mineral reserve area and other related legal procedures.
With the determination to support investors in removing difficulties and obstacles in project implementation, up to now, the investor has completed the procedures for establishing an industrial park, environmental impact assessment, dossiers for changing forest use purposes and has paid for reforestation to implement area B of the project with the amount of 15.07 billion VND; land use planning and plan; local adjustment of the zoning plan for construction of the Southeast Quang Tri Economic Zone, phase 2; specifying the project implementation progress in the investment registration certificate.
Trieu Phong District People's Committee is coordinating with investors to carry out site clearance work, prepare documents for forest exploitation plan in Zone B. The Provincial Economic Zone Management Board is appraising the detailed planning at a scale of 1/500. Investors are preparing a feasibility study report for construction investment (F/S), preparing construction design documents to be implemented after the basic design, and carrying out procedures to request change of land use purpose and land lease according to regulations.
On February 8, 2025, Trung Khoi Joint Stock Company issued a written commitment to complete investment and construction procedures according to the project implementation schedule specified in the Investment Registration Certificate. The investor is determined to accelerate the progress to complete the procedures in time and strive to start construction of the project's phase 1 items in the first quarter of 2025. In case of delay in the committed progress without objective and legitimate reasons approved by the state management agency, the company will take full responsibility according to the provisions of current law.
In fact, in the industrial parks and economic zones under the management of the Provincial Economic Zone Management Board, there are many projects that are behind schedule compared to the investment policy decisions that have been granted. In 2024, the province focused on supporting 13 projects facing difficulties and obstacles to continue to speed up the implementation progress. At the same time, it also resolutely terminated 9 slow-progressing investment projects.
Along with the province's drastic participation in removing difficulties and obstacles in legal procedures and site clearance work to create maximum conditions for investors to smoothly implement the project, and the investor's commitment to implementation, the Provincial Economic Zone Management Board is making efforts to prepare well to organize the groundbreaking ceremony of the Trieu Phu Multi-industry Industrial Park Project in the second quarter of 2025.
