Speeding up the progress of the Coastal Road project connecting the East-West Economic Corridor

The coastal road connecting the East-West Economic Corridor with a total length of more than 54.9 km consists of 2 sections. Section 1 is more than 42 km long, starting at the border of Quang Binh-Quang Tri province, ending at km 42+162 (south of Cua Viet bridge). This section is in phase 1 of investment with a length of more than 36 km, the section through Cua Tung bridge area and the section through Cua Viet bridge area have not been invested. Section 2 is more than 12.2 km long, the starting point connects with the longitudinal axis of the Southeast Quang Tri Economic Zone, the ending point connects with National Highway 1, km 759 through Dong Ha city.

The project has a total investment of VND 2,060 billion, invested by the Quang Tri Provincial Construction Investment Project Management Board (PMU). The project is scheduled to be implemented from 2021-2026, divided into 4 packages passing through Vinh Linh, Gio Linh, Trieu Phong districts and Dong Ha city. The project started on April 29, 2022, and contractors are urgently implementing many items to speed up the completion of the project as committed.

Present at the construction site of Thach Han 1 Bridge under the VB-XL04 package (passing through Trieu Phong district and Dong Ha city), we noted a very urgent working atmosphere. Taking advantage of favorable weather, contractors deployed machinery and arranged dozens of workers to organize the construction.

Mr. Pham Hong Van - Site Commander (Truong Son Construction Corporation) informed that according to the contract schedule, the VB-XL04 package will be completed in February 2026. However, according to the request of the provincial leaders, the package must be technically opened to traffic before September 2025. "The package includes the bridge and road sections. For the bridge section, we strive to complete the slab and railing items before June 30, 2025. For the road section, because it involves the treatment of weak soil and ground, we strive to complete it before September 30, 2025."

Mr. Van said that the biggest difficulty currently in the construction of Thach Han 1 Bridge is the land clearance of some households in Trieu Do Commune, Trieu Phong District. Regarding the road, there are still 6 rice fields that have not been cleared. In addition, the Dong Ha Bus Station has not been relocated, which is also a concern for the progress of the package completion.

“To overcome these difficulties, the provincial and district leaders and the investor, the Project Management Board, are very concerned and determined in carrying out the work of site clearance and handover. It is known that in June and July 2025, the site of the package will be handed over,” Mr. Van added.

According to Mr. Van, the contractor always ensures machinery and workers to speed up progress, especially during favorable weather periods, there are always 70 to 80 workers spread across the Thach Han 1 bridge construction site. When the weather is sunny, they work overtime, even at night to ensure the set progress.

Resolutely clear and hand over construction sites

Deputy Head of the Quang Tri Province Investment and Construction Project Management Board Vo Phong Luan said: The Coastal Road Project connecting the East-West Economic Corridor - Phase 1 has so far handed over about 23.01 km/48.2 km of land. The value of the implementation to date is VND527 billion/VND1,615 billion, reaching 32.6% of the contract value.

Specifically, the VB-XL01 package (passing through Vinh Linh district, 23.06 km long) has handed over 6.3 km of land, reaching 27.3%; construction of 2 bridges and roadbeds of the sections that have been handed over is underway. The current problem is that some sections have not been handed over continuously or have no access roads for construction. In addition, unfavorable weather has greatly affected the contractor's construction implementation plan.

Package VB-XL02 (passing through Gio Linh district, 12.4 km long) has handed over 7.5 km of land; construction and installation value to date is 14.39 billion VND/245.36 billion VND, reaching 5.86%. The difficulty for this package is that Gio Linh district does not have a licensed quarry while the project needs about 0.5 million m3. To implement the construction, the contractor must take land from other areas.

For the VB-XL03 package (passing through Trieu Phong district, 3.7 km long), the site has been handed over for 1.91 km; the construction and installation value to date is 18.7 billion VND/119.763 billion VND, reaching 15.6%. The site handover is still limited, in the handover section, there are some sections that have not been constructed due to the protection forest and the tomb has not been relocated, which is a difficulty of the package.

Meanwhile, the VB-XL04 package (passing through Trieu Phong district and Dong Ha city, 8.54 km long) has handed over the land of 2 bridges Thach Han 1, Thach Han 2 and 7.3 km, reaching 85%; the construction and installation value to date is 478.8 billion VND/941.6 billion VND, reaching 50.85%. The difficulty is that the relocation of technical infrastructure of electricity, water, telecommunications and public works systems has not been completed...

To resolve the above difficulties, in the coming time, the Project Management Board will work with the People's Committees of Vinh Linh, Gio Linh, Trieu Phong districts and Dong Ha city to speed up site clearance work, and soon hand over to the contractor to organize construction to meet the schedule.

In addition, the provincial leaders also pay special attention to, support and resolve difficulties in site clearance for the project. The acting Chairman of the provincial People's Committee, Ha Sy Dong, has just signed a decision to convert the purpose of using more than 37.8 hectares of forest to other purposes to implement the project. Of which, the area of ​​planted forest is more than 37.2 hectares of planned protective forest; the area of ​​natural forest is more than 0.6 hectares of planned protective forest.

The Prime Minister has approved the change of forest use purpose for the area of ​​protective forest in Official Dispatch No. 211/TTg-NN dated March 31, 2024. At the same time, he signed a decision approving the results of the appraisal of the environmental impact assessment report of the project to build the Provincial Bus Station Management Center and Dong Ha Bus Station at the new location, serving the site clearance for the construction of the Coastal Road project connecting the East-West Economic Corridor.

With the attention and close direction from the provincial leaders along with the determination and efforts from the investor, localities as well as contractors, we believe that the Coastal Road connecting the East-West Economic Corridor, Quang Tri province will achieve the set progress.
