Police examine counterfeit pharmaceutical drugs

Telegrams sent to the Ministers of Public Security, Health , Industry and Trade; Chairmen of People's Committees of provinces and centrally run cities.

Recently, the authorities have discovered cases of production and trade of counterfeit medicines and health protection foods occurring in Thanh Hoa province and some other localities; it is noteworthy that the production and trade of these counterfeit goods has been going on for many years, especially dozens of types of counterfeit medicines and health protection foods have been produced and put into circulation.

Medicines and health supplements are goods that directly affect people's health and lives. In order to improve management efficiency, especially to ensure quality, promptly detect, prevent and handle the production and trade of counterfeit goods, especially counterfeit medicines and health supplements, the Prime Minister requests:

1. Ministry of Health:

a) Closely coordinate with the Ministry of Public Security in investigating and handling the above-mentioned counterfeit goods trading case. Direct localities to immediately review and recall detected counterfeit drugs and counterfeit health protection foods, promptly prevent and minimize the harmful effects of using counterfeit drugs and counterfeit health protection foods.

b) Coordinate with the Ministry of Industry and Trade and other agencies to promote measures to control and prevent counterfeit drugs and fake health foods circulating on the market.

c) Strengthen inspection and supervision of compliance with pharmaceutical and food safety laws by pharmaceutical and health food businesses, especially in key areas. Strengthen measures to manage wholesale and retail drug establishments in conjunction with requirements to connect drug suppliers; only drugs that have been granted circulation registration certificates, with invoices, documents, and origins in accordance with regulations; sell drugs according to prescriptions; strictly handle violations.

d) Review and complete legal regulations to enhance the responsibility and management efficiency of relevant agencies and local authorities in the production, trading, wholesale and retail of medicines and health protection foods.

d) Continue to promote information and communication activities on the risks and harms of using fake drugs and fake health foods of unknown origin; promote the purchase and sale of prescription drugs and the safe and effective use of drugs.

2. Ministry of Public Security:

a) Focus on speeding up the investigation process, promptly drawing conclusions on the above-mentioned cases of production and trade of fake medicines and fake health protection foods; strictly handling violators according to the provisions of law.

b) Directing police at all levels to strengthen their grasp of the situation, detect, prevent, and promptly handle acts of manufacturing and trading in fake drugs and fake health protection foods.

3. The Ministry of Industry and Trade shall preside over and coordinate with the Ministry of Health, relevant agencies, and People's Committees of provinces and centrally run cities to strengthen market management measures to promptly detect, prevent, and handle the production and trade of counterfeit drugs and counterfeit health foods. Continue to strictly implement tasks and solutions to strengthen the fight against smuggling, trade fraud, production and trade of counterfeit and poor-quality goods in the group of pharmaceuticals, cosmetics, functional foods, medicinal herbs, and traditional medicine ingredients according to Directive No. 17/CT-TTg dated June 19, 2018 of the Prime Minister.

4. The People's Committees of provinces and centrally-run cities shall direct competent agencies to urgently review and inspect the law compliance of drug and health food businesses in the area, recall counterfeit drugs and health food that have been discovered, and strictly handle violations in accordance with regulations./.
