Speeding up the progress of irrigation projects in Thanh Hoa province

The working delegation included representatives of relevant provincial departments and People's Committees of Nga Son, Ha Trung, Hoang Hoa and Nong Cong districts.

Before working, Vice Chairman of the Provincial People's Committee Le Duc Giang and the working delegation of the Department of Management and Construction of Irrigation Works - Ministry of Agriculture and Environment inspected the construction progress of the Hoang Khanh Pumping Station project (Hoang Hoa) and the Len River irrigation system project (Nga Son).

Currently, the Thanh Hoa Agricultural and Rural Development Project Management Board is assigned by the Ministry of Agriculture and Environment to perform the role of investor (construction part) for 4 projects whose focal unit is the Department of Irrigation Works Management and Construction, including: Nong Cong 3 Drainage Area (Phase 2; Hoang Khanh Pumping Station; Strengthening flood drainage capacity in the North of Thanh Hoa; Component Project No. 13, urgent repair to ensure safety of some reservoirs in Thanh Hoa province with a total investment of 1,445.3 billion VND. The 2025 capital plan of the 4 projects is 790.3 billion VND, of which the Thanh Hoa Agricultural and Rural Development Project Management Board implements 750 billion VND; the People's Committees of related districts implement 40.3 billion VND.

Currently, the Thanh Hoa Agricultural and Rural Development Project Management Board and related localities are focusing on implementing necessary procedures and clearing the land to ensure the set progress. At the same time, focusing on removing difficulties and obstacles of each project so that contractors can carry out construction according to the capital disbursement plan.

Through field inspections, members of the working group pointed out existing problems for investors and relevant localities to find solutions to overcome, such as: site clearance plans for some project items are not feasible; construction progress of projects is still slow; contractor capacity for some items is still weak; scarcity of construction materials...

Speaking at the meeting, Director of the Department of Irrigation Works Management and Construction Nguyen Tung Phong requested Thanh Hoa province to urge contractors to urgently speed up the construction progress of the Hoang Khanh Pumping Station project as the rainy and stormy season is approaching. At the same time, he requested the Thanh Hoa Agricultural and Rural Development Project Management Board to inspect and review the report on the current status of the N1 canal of the Hoang Khanh Pumping Station, which is deteriorating, so that the Department has a basis to report to the Ministry of Agriculture and Environment on the use of the project's reserve fund for repairs. The Thanh Hoa Agricultural and Rural Development Project Management Board coordinates with Nong Cong district to focus on site clearance for the Nong Cong 3 Drainage Project (phase 2) as soon as possible. At the same time, establish a schedule for the overall disbursement of irrigation projects by month and by quarter and report to the Department of Irrigation Works Management and Construction for urging measures.

Speaking at the meeting, Vice Chairman of the Provincial People's Committee Le Duc Giang requested Nga Son and Ha Trung districts to focus on site clearance work by June 30 to hand over over 50% of the site clearance volume. The Department of Agriculture and Environment guides localities on site clearance work. The Thanh Hoa Project Management Board for Investment and Construction of Agricultural and Rural Development urges contractors to focus on human resources and construction machinery in "3 shifts, 4 shifts" to speed up the progress of projects as committed. At the same time, coordinate to arrange capital sources for localities to speed up site clearance progress. The Thanh Hoa Project Management Board for Investment and Construction of Agricultural and Rural Development coordinates with the Department of Management and Construction of Irrigation Works to prepare documents to adjust the surplus capital from the Hoang Khanh Pumping Station project to invest in repairing the main canal system and completely clearing the old dike culvert. For Bac Song Ma Irrigation Company Limited, coordinate with Ha Trung and Nga Son districts and the Thanh Hoa Agricultural and Rural Development Project Management Board to promptly handle arising issues.

Vice Chairman of the Provincial People's Committee Le Duc Giang requested the Ministry of Agriculture and Environment to soon approve the selection of contractors for the Project to Enhance Flood Drainage Capacity in the Northern Thanh Hoa Region. Along with that, adjust the surplus capital from the Hoang Khanh Pumping Station project to invest in repairing the main canal system and completely clearing the old dyke culvert.

Regarding the irrigation projects funded by programs in Thanh Hoa province that are behind schedule, we hope that the Ministry of Agriculture and Environment will urge contractors to focus resources on construction according to the set plan.
