Concentrating resources for economic development, attracting investment, taking industry and services as growth drivers is a key and continuous task that Doan Hung district has focused on implementing to achieve rapid and sustainable growth. In recent times, the district has made efforts to implement many synchronous solutions, in which special attention has been paid to site clearance (GPMB) to attract investment in industrial clusters (ICs).
After being handed over the site, the investor of Soc Dang Craft Village Industrial Park urgently built infrastructure to attract investment.
Land acquisition and clearance is always identified as a key step, creating clean land to attract investment in construction of works and projects, including the development of industrial parks. At the same time, attracting investors to industrial parks requires large, contiguous land. Doan Hung has coordinated with provincial departments, branches and sectors; directed specialized departments, branches and commune-level People's Committees to deploy land acquisition and clearance work to ensure urgency and compliance with regulations, creating motivation to attract investment in industrial parks.
In Doan Hung district, there are 3 industrial parks approved by the provincial People's Committee for investment: Soc Dang Craft Village, Ngoc Quan and Nam Doan Hung. Soc Dang Craft Village Industrial Park alone has been put into operation with a total land area of over 24 hectares, attracting 6 enterprises to participate in production, of which 4 projects are operating stably, 2 projects are completing investment procedures and building factories. Notably, 17 hectares of land invested by the district People's Committee has built traffic infrastructure, electricity, water lines... attracting 4 enterprises to invest in production with an industrial land occupancy rate of 100%. Regarding the area invested by Vertexco Soc Dang Joint Stock Company, which is 56.81 hectares, the investor has been assigned 7.49 hectares of land to invest in construction of ground leveling items, construction of rainwater drainage systems, roads... attracting 2 secondary investment enterprises to operate.
Ngoc Quan Industrial Park, the District Compensation, Support and Resettlement Council has coordinated with the investor to complete the inventory of land, trees, crops, and structures of households within the project scope and resettlement locations for households that have to relocate. Land acquisition and clearance in Nam Doan Hung Industrial Park is also being implemented. However, in reality, the work of land acquisition and clearance for construction and investment attraction in industrial parks in Doan Hung district still faces difficulties and obstacles.
Comrade Vu Trong Khai - Head of the District Economic - Infrastructure Department shared: “During the process of compensation and site clearance, some households did not agree with the implementation of the industrial park project, did not agree to carry out the declaration and inventory work of the local government or did not agree on the unit price of compensation for the value of assets and structures on the land,... causing many difficulties for the Compensation, Support and Resettlement Council. The resettlement arrangement for affected households in the area of the industrial park project was difficult. Some industrial park investors, due to financial difficulties, could not mobilize capital to invest in industrial park infrastructure...”.
To remove the “bottlenecks” in site clearance work and ensure investment attraction in industrial parks, Doan Hung district has organized a conference to assess progress, review difficulties and obstacles to promote infrastructure investment in industrial parks. The district has worked with investors to discuss and agree on solutions to speed up the implementation of projects. At the same time, it has directed localities to resolutely take part in informing, propagating, and mobilizing people to agree with policies on compensation, support, resettlement and receiving compensation according to regulations.
At the same time, it is necessary to carry out well the work of "skillful mobilization", grasp the legitimate thoughts and aspirations of the people, go to each family to do a good job of ideological work, promptly answer and remove "bottlenecks" related to compensation policies to ensure legitimate interests for the people but also properly implement the State's regulations on compensation and site clearance. In particular, the district requires relevant units to urgently speed up the construction progress of infrastructure for resettlement projects to soon move people to live there...
Along with the drastic participation of the entire political system, Doan Hung district also requested investors to enhance their sense of responsibility and accompany the locality to remove difficulties in site clearance work. Vice Chairman of the district People's Committee Ha Hai Long said: The district proposed that the provincial People's Committee soon issue "Regulations on financial mechanisms for implementing resettlement projects by project investors using land voluntarily advance funds to implement projects in Phu Tho province" as a basis for investors to ensure compliance with regulations and project progress; strengthen direction for investors to closely coordinate as well as commit to implementing the contents agreed with the district.
