NDO - The 500kV Lao Cai-Vinh Yen transmission line project is a double-circuit project with a length of 229.5km, with 468 pole foundation locations, passing through 4 provinces: Lao Cai, Yen Bai, Phu Tho and Vinh Phuc. The project has a total investment of more than 7,410 billion VND. After completion, this transmission line will help release the capacity of about 2,000MW from hydropower plants in the Northwest region and neighboring provinces to the national grid, increasing the ability to import electricity and reducing power loss in the system.

The power line section passing through Yen Bai province is more than 90km long, with 173 pole foundation locations (from VT102 to VT274), of which Luc Yen district has 82 pole foundation locations and Yen Binh district has 91 pole foundation locations.

Identifying this as a national key project, contributing to ensuring energy sources for the province's medium and long-term development goals, increasing budget revenue, Yen Bai province promptly established a Working Group headed by Chairman of the Provincial People's Committee Nguyen Tuan Anh to promptly issue guiding documents, and do a good job of propaganda to each locality and households, and ethnic minority areas where the project passes through. Up to now, the site clearance work has been going smoothly, meeting the requirements of construction on schedule.

At the VT225 column foundation, next to 4 deep column holes, each hole is 50m2 wide, with the bustling sound of the generator, workers of Phuong Hanh Limited Liability Company are busy tying iron anchors, welding steel joints, completing 70% of the work by the end of April, ensuring the time to raise the columns before the storm season.

Worker Do Van Ngoc said that each position like this uses nearly 20 tons of various types of steel bars. Immediately after receiving the clean site, the unit leveled the mountain, dug the foundation pit, pumped water, organized two continuous shifts of construction, and the construction supervisor was present at the site to supervise, so the construction progress was on schedule.

Mr. Nguyen Van Chien, Chairman of the People's Committee of Vinh Kien Commune, Yen Binh District, said that the 500kV power line running through the commune has 13 pole foundation locations. On March 25, the site was handed over to the construction unit, and by April 5, construction had begun on 4 pole foundation locations.

Thanks to the consensus of the people, the site clearance was smooth, there was no exploitation of the project to build illegal constructions for personal gain. 29 households were affected, the recovered land area was more than 15,000m2 , many households voluntarily relocated their houses, creating favorable conditions for the project.

Currently, the cadastral officers of Vinh Kien commune and the district's inventory team continue to count assets on forest land and forestry land to open public roads, pull electric wires, and ensure the safety corridor of the power grid according to regulations.

Giving gifts to encourage the construction unit of VT225 column foundation.

Mr. Do Van Khuong, a Tay ethnic, residing in Cay Tre hamlet, Xuan Lai commune, is a household located within the safety corridor of the project's power grid and must be relocated. He discussed with his wife, Ma Thi Ngo, and agreed to hand over the 3-room house and move to a new place.

Mr. Khuong confided that his grandparents' family used to live at the bottom of Thac Ba hydroelectric reservoir, and had to give up their land and house to move higher so that the national hydroelectric project could store water to generate electricity. Now, with the support of the authorities, they have given up their house to build the 500kV power grid.

The family's wish is to receive the support money soon and to be granted a red book (land use right certificate) for their new residence as committed by the government. Only then can they feel secure in building their lives and sending their two children to school.

Mr. La Tuan Hung, Vice Chairman of Yen Binh District People's Committee, assessed that the project was implemented with 91 column foundation locations, a route length of more than 50km, spanning 12 communes and Thac Ba town, with 10 organizations and 191 households and individuals whose land was recovered, the permanently recovered area was more than 134,000m2 .

This is a difficult construction area due to the mountainous terrain, and is home to ethnic minorities such as Tay, Cao Lan, Dao... If propaganda and mass mobilization work is not done skillfully, it can easily fail.

Due to experience in site clearance for projects in the area, with the approach of creating consensus and a common voice, assigning competent and experienced staff to participate in the project implementation working group, doing a good job of appraising and approving specific land prices as a basis for pricing, publicly posting and approving compensation, support and resettlement plans for the project, paying special attention to resettlement arrangements for households whose houses must be relocated within the safety corridor of the 500kV line.

By March 25, Yen Binh district had completed handing over the ground for the column foundations, striving to hand over the power grid corridor by April 30.

In Luc Yen district, the project has 82 column foundation locations, the route length is more than 40km, through mobilization, 212/223 households have received compensation support money, 77/82 column foundation locations have clean land, creating conditions for units to build public roads to 14 foundation locations, and construct 6 foundation locations.

However, at the location of column VT159 bordering Minh Xuan commune and Lieu Do commune, after checking the Land Use Right Certificates of the two households, Duong Chi Hai and Duong Ngoc Do, the actual counting showed that Mr. Duong Chi Hai's household did not have land at the foot of the column, only land of Mr. Duong Ngoc Do's household, so the People's Committees of Lieu Do and Minh Xuan communes held a meeting and agreed to support compensation to the right person, the right landowner, and not to let any complaints happen.

Mr. Nguyen Tuan Anh, Chairman of Yen Bai Provincial People's Committee, said that in order for the national key project to be accepted, energized and put into use in September 2025, Yen Bai is supporting and guiding investors to carry out procedures to change the purpose of forest use to another purpose, and procedures to approve temporary forest use plans to implement the project.

Strictly manage forest and forest land areas and direct competent authorities to advise and implement the conversion of forest use purposes to other purposes when fully meeting the conditions stipulated in Article 19 of the Forestry Law, and the conversion of land use purposes when fully meeting the conditions stipulated in the Law on Land and other relevant current legal provisions. Do not take advantage of the conversion of forest use purposes or temporary use of forests to encroach on forests, exploit and destroy forests illegally.
