Reporter: Could you tell us how the Provincial Women's Union has directed and implemented the application of IT in the activities of the Association in recent times?
Comrade (Comrade) Lai Thi Thanh Tam: Applying IT is an important part in the digital transformation process and in the current work of the Association, so in the Resolution of the 13th Provincial Women's Congress, term 2021 - 2026, it was clearly identified that "Application of information technology in Association activities" is one of the breakthroughs to be implemented during the term, with specific targets: "Every year, 100% of Association officials at all levels are trained to improve their knowledge, skills, and professional work of the Association and the application of information technology in Association activities. Associations at all levels effectively use software to manage cadres, members and manage executive documents".
Right from the beginning of the term, the Executive Committee of the Provincial Women's Union has developed and organized the implementation of a plan to implement a breakthrough in "Application of information technology in Union activities" for the period 2021 - 2026. On that basis, every year, the Unions at all levels have developed specific targets in the emulation covenant, focusing on: Directing 100% of the District Women's Unions to establish and effectively use fanpages; deploying digital transformation applications in Union activities such as: Using ioffice executive document management software; software for managing cadres and members; software for synthesizing, reporting statistics, finance and accounting; software for managing members borrowing capital and credit management software; improving the quality and efficiency of the operation of electronic information pages, fanpages, zalo pages...
Along with that, the Provincial Women's Union organized training courses for 100% of full-time Union officials at all levels to use software to manage executive documents, use basic software in Union work, communicate on cyberspace, establish and maintain fan pages, Facebook groups, Zalo to exchange information in Union work and women's movements.
To guide and support women in applying IT and digital transformation, the Provincial Women's Union has coordinated to organize training and propaganda conferences on skills in linking production and business of local specialties, applying digital technology in production and business, supporting women to participate in e-commerce to consume products, improving capacity to apply information technology with the content "Women on the journey of digital transformation" for women members who are female business owners, cooperatives, cooperative groups and women members who want to start a business in 47 communes in 6 districts in the province.
PV: Could you tell us some of the Association's outstanding achievements in applying information technology?
Comrade Lai Thi Thanh Tam: In the past time, with the focus on directing, implementing with focus, key points, investing resources in the application of IT in the activities of the Association from the direction, operation to propaganda, implementation of the Association's work and the women's movement of the province, it has created changes in the effectiveness of the Association's activities and achieved some encouraging results.
Notably, in propaganda work, the Provincial Women's Union has exploited online platforms creatively, flexibly and effectively through upgrading and effectively operating the electronic information page and fanpage. Currently, the Provincial Union's electronic information page has nearly 16 million visits, the fanpage has nearly 3,500 regular followers, nearly 223,000 views, over 80,000 interactions with thousands of posts promoting the Party's guidelines, policies and laws of the State related to women, children and gender equality, inspirational activities, clever mass mobilization models, "5 no, 3 clean" models, "5 yes, 3 clean" models, effective economic models to encourage members to promote creativity, start-up spirit, social content of interest or activities to celebrate major holidays of the year, many of which are live streamed. Along with the Provincial Association, the Women's Union at all levels in the area all have fanpages, Facebook, Zalo, Mocha to post information, promote activities, projects, and tasks carried out by the Association at all levels.
In particular, through the application of IT, the Provincial Women's Union has organized online contests on the Electronic Information page and fanpage of the Union at all levels to honor the beauty of women, traditional culture, and learn about knowledge and laws such as: "Learn about the 13th Ninh Binh Provincial Women's Congress, term 2021-2026"; "Learn about the 13th National Women's Congress, term 2022-2027"; "Charming Ao Dai", "Beautiful Ao Dai Photos", "Nutritious Meals During COVID Season", "Online Sports and Folk Dance Contest in the Union system" ... have attracted many views, interactions, votes and shares.
In the management, operation, organization and implementation of activities, the Provincial Women's Union has deployed the application of document management software (ioffice), staff and member management, updating statistical reports, emulation and reward work in the Women's Union system from the provincial level to the grassroots level. Up to now, the Union at all levels has sent and received documents via software, received directive information, synthesized reports accurately, scientifically, saving time, improving productivity and work efficiency.
In addition, the Provincial Women's Union exploits directive documents and exchanges information on the electronic document system of the Provincial Party Committee and the Provincial People's Committee; implements digital signatures in electronic transactions and directs and operates activities in the Union system. Builds a model of "Attracting members on cyberspace" for groups of female traders, women working far away from home... with key activities: innovating the form of activities through the use of Zoom and Zalo software to hold direct group meetings, discuss work, share experiences, provide official information of the Union for learning and dissemination... Also through the support of the Union at all levels, many cooperatives, cooperatives and women's union members have effectively applied IT in promoting local products and doing business on social networking platforms.
Reporter: Dear comrade! In the coming time, to promote the application of IT in the Association's activities, actively contributing to the province's digital transformation process, what solutions will the Associations at all levels continue to have?
Comrade Lai Thi Thanh Tam: In the coming time, the Provincial Women's Union at all levels will focus on synchronously implementing many solutions, including continuing to effectively implement the breakthrough "Application of information technology in Union activities" to contribute to the successful implementation of Resolution No. 01-NQ/TU dated April 20, 2021 of the Provincial Party Executive Committee on Building e-Government, Digital transformation to 2025, with a vision to 2030; Decision No. 942/QDTTg dated June 15, 2021 of the Prime Minister approving the Strategy for developing e-Government towards digital Government for the period 2021-2025, with a vision to 2030.
The focus is on improving the capacity of staff, effectively implementing the application of IT in the activities of the Association. Paying attention to propaganda to raise awareness among members and women about digital transformation, the necessity and urgency of applying IT and social networks in the current period. Guiding and supporting members and women to participate in the province's digital transformation activities, conducting e-commerce transactions; accessing public services on digital technology platforms; using smartphones to access information in a modern way, acquiring useful knowledge according to needs.
Strengthen the application of IT and social networks to carry out propaganda and mobilization work for women members. Effectively use communication channels in the Union system such as: Provincial Union's Electronic Information Page; Provincial Women's Union's fanpage; fanpage, zalo and facebook groups of Women's Unions at all levels to create an important forum to listen to the thoughts of members and women, and at the same time be a source of information providing comprehensive knowledge and skills for members, women and people.
Guide and mobilize members to actively participate in zalo and facebook groups of the Association at higher levels and in localities, share, post and comment on positive information with the motto "use beauty to eliminate ugliness"; fight and refute bad, toxic and negative information, making social networks increasingly positive and healthy.
Promote the application of IT in attracting and gathering women to participate in the Association with the following models: "Safety for women and children in cyberspace"; "Attracting members in cyberspace". Replicate typical individuals and groups in digital transformation and application of information technology in the Association's activities.
The Union at all levels focuses on advising, proposing mechanisms and mobilizing resources to implement the application of IT in the Union's activities, especially in mobilizing resources to equip computers connected to the network and provide training to improve the qualifications of Union officials at all levels, ensuring that by the end of the term, 100% of the Union's grassroots units are equipped with their own computers and grassroots Union officials are proficient in using basic software serving the Union's work. Support women in accessing IT applications to expand the interactive network, promote the efficiency of production and business activities in the digital age, contributing together with the Party Committee, all levels and sectors to complete the digital transformation goals of the province.
