Deputy Prime Minister Tran Luu Quang recently signed Directive No. 28/CT-TTg dated November 27, 2023, of the Prime Minister on promoting the implementation of the Project on applying information and communication technology in the State Statistics System for the period 2017-2025, with a vision to 2030.
The directive states that the Project on the Application of Information and Communication Technology in the State Statistical System for the period 2017-2025, with a vision to 2030, issued under Decision No. 501/QD-TTg dated May 10, 2018, by the Prime Minister (Project 501), aims to strongly apply information and communication technology and data science methods to improve the quality of statistical information, while innovating statistical surveys; integrating and utilizing administrative data; collecting and processing big data; disseminating statistical information and sharing statistical data and information in a way that enhances user access to information and promotes the effective use of statistical information.
By the end of 2022, the tasks of the Project had been basically implemented and achieved positive results, notably: the use of smart technology in the stages of the annual general census and statistical surveys carried out by the centralized statistical system; the gradual management of the centralized statistical database; the effective use of administrative data in some fields to serve the compilation of statistical indicators; and the upgrading of the information technology infrastructure at the General Statistics Office to meet the basic requirements for statistical activities.
However, during the implementation of the Project, several shortcomings and limitations still exist, such as: (i) administrative data in many fields have not been standardized, connected, and shared to serve the compilation of statistical indicators; (ii) large data sources have not been exploited for statistical work; (iii) the modernization of statistical information dissemination activities has not kept pace with technological development trends; (iv) information technology infrastructure has not met the requirements of modern statistical work; (v) resources have not been allocated adequately to implement the tasks of the Project.
Promoting the standardization, connectivity, and sharing of administrative data.
To address the aforementioned shortcomings and limitations, and to accelerate the implementation of the Project in 2023 and subsequent years, the Prime Minister requests that ministries, agencies, and People's Committees of provinces and centrally-administered cities thoroughly understand and implement the following key tasks and solutions in a coordinated, unified, timely, and effective manner:
Ministries, ministerial-level agencies, and government agencies will continue to carry out the tasks assigned in Project 501, focusing on the following key areas:
1. Promote the standardization, connection, and sharing of administrative data within the scope of management of ministries and sectors to serve statistical work.
2. Modernize and diversify the methods of collecting, processing, storing, exploiting, and disseminating statistical information.
3. Strengthen coordination with the Ministry of Planning and Investment (General Statistics Office) on statistical methodology and reporting of the Project implementation results.
4. Proactively integrate the tasks of the Project with related schemes, programs, and projects of the unit, balancing and arranging them within the annual state budget estimates and the medium-term public investment plan approved by the competent authority.
The Prime Minister has assigned the Ministry of Planning and Investment to chair and coordinate with ministries, sectors, and localities to continue implementing the tasks of the Project, focusing on the following key contents: Promoting the connection of administrative data of ministries and sectors to exploit and use for statistical work, thereby laying the foundation for building a national statistical database; continuing research on large data sources to serve the compilation of statistical indicators; coordinating with the Ministry of Information and Communications, the Ministry of Science and Technology, and the Ministry of Natural Resources and Environment to research the application of modern technology in statistical work.
The Ministry of Planning and Investment is urgently guiding and implementing the collection of statistical data to serve the national, provincial, district, and commune-level statistical indicator systems on a digital platform; planning, upgrading, and expanding the information and communication technology infrastructure to meet the requirements of implementing the tasks of the Project led by ministries, central agencies; and continuing to mobilize domestic and foreign resources and allocate funds in the medium-term public investment plan to implement the Project.
The Ministry of Planning and Investment is finalizing and submitting to the Prime Minister for approval the Project on building a national statistical database under the Strategy for the Development of Vietnamese Statistics for the period 2021-2030, with a vision to 2045, in order to ensure synchronous and unified implementation with the tasks of the Project and other related programs and projects, ensuring no duplication and achieving effectiveness.
The Ministry of Finance is assigned to preside over and coordinate with the Ministry of Planning and Investment and relevant agencies to allocate regular funding in accordance with the law, ensuring the implementation of the tasks of the Project led by ministries, sectors, and central agencies.
Strengthening communication and raising awareness and responsibility regarding the application of information technology in the field of statistics.
The Prime Minister requests that the People's Committees of provinces and centrally-administered cities continue to carry out their assigned tasks, focusing on the following key areas: Strengthening propaganda and dissemination efforts to raise awareness and responsibility regarding the application of information technology in the field of statistics; promoting the computerization of the process of compiling and disseminating statistical information and reports on the socio-economic situation on a monthly, quarterly, and annual basis.
In addition, direct all levels and sectors to connect administrative data for exploitation and use in statistical work to serve the compilation of the System of Statistical Indicators at the provincial, district, and commune levels; assign the lead unit to implement the connection of survey data with administrative data.
Strengthen training and capacity building in information technology for civil servants responsible for and implementing statistical work at the local level; report on the results of the Project implementation.
Actively integrate the tasks of the Project with relevant local programs and projects, balancing and arranging them within the annual state budget, medium-term public investment plan, and contingency funds approved by competent authorities.
