PV: We are aiming for an advanced agricultural production, applying high technology, being environmentally friendly, adapting to climate change and bringing high and sustainable production value. Can you tell us about the results achieved by the industry in recent times?
Comrade Phung Thanh Vinh: In order to effectively implement the development of high-tech agriculture (CNC) according to the objectives set out in the planning of the Nghe An province's CNC agricultural area, with a vision to 2030, as well as the objectives of the Resolution of the 19th Provincial Party Congress and Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on the construction and development of Nghe An province to 2030, with a vision to 2045; In the past time, the Department of Agriculture and Rural Development has developed and advised the Provincial People's Committee on planning, plans, policies, programs and projects on the application of science and technology in production activities. Along with that, focusing on directing the good implementation of plans in accordance with the development orientation and the current situation.
The Government, the Prime Minister, the Provincial Party Committee, the People's Council, and the Provincial People's Committee have also issued many documents regulating mechanisms and policies to promote the development of CNC applications in agricultural production. Up to now, these policies have been effectively implemented, put into practice, creating a driving force to promote socio-economic development from the central to local levels.
During the implementation process, along with promoting trade and investment promotion, the industry has been very successful in attracting CNC agricultural projects such as TH, Vinamilk; Masan... In addition, the area of technology-applied cultivation has increased. By the end of 2023, Nghe An had a total CNC agricultural cultivation area of over 32,280.9 hectares, accounting for 9.8% of the agricultural production land area. The application of scientific and technological advances and CNC in agricultural production has brought high economic efficiency, attracting many large enterprises to invest, creating jobs, and increasing income; The average production value is over 250 million VND/ha/year, 2-3 times higher than mass agricultural production.
In the recent period, the North Central region CNC Forestry Zone in Nghe An province was approved by the Prime Minister in Decision No. 509/QD-TTg dated March 31, 2021. This is one of the three earliest CNC forestry zones established in the country. The goal by 2025 is for the wood and non-timber forest products processing industry to become a driving economic sector in production and export of the entire North Central region in general and Nghe An province in particular; building Nghe An into a major wood processing and export center in the North Central region and the Central region. The total estimated investment capital is 3,340 billion VND.
The industry clearly identifies that CNC agricultural production is the foundation to meet the new demands of consumers: products must be “green”, ensuring standards and useful. Not only the products but also the production process must be “green” and satisfy recognized and committed quality criteria and standards. At the same time, this is also a solution for agricultural production to better adapt to climate change…
Therefore, the industry has focused on attracting CNC agricultural projects in the province. Accelerating the implementation of CNC forestry zones; continuing to implement industrial-scale dairy farming projects of TH Dairy Food Joint Stock Company, Vinamilk; CNC vegetable, root and fruit production projects in Nghia Dan, Yen Thanh, Quynh Luu, Nam Dan, Nghi Loc districts, Vinh city...; growing oranges and medicinal herbs in Yen Thanh, Ky Son districts...
Currently, the Department of Agriculture and Rural Development is actively advising the Provincial People's Committee to attract new investors (Dong Giao DOVECO Food Export Joint Stock Company,...) to sustainably develop pineapple, one of the province's key fruit trees associated with processing and export.
At the same time, the Department of Agriculture and Rural Development is submitting to the Provincial People's Committee for advice on the policy of building a CNC Agricultural Zone Project in Nghia Dan, along with accelerating the completion of the CNC Forestry Zone in the North Central region to put into operation, which will create momentum for agricultural economic development, attract investment and well implement the orientation according to Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo on building and developing Nghe An province to 2030, with a vision to 2045.
The province currently has 25 enterprises applying CNC in agricultural production, some typical enterprises such as: TH Group, Vinamilk Nghe An, Nghe An Agricultural Materials Joint Stock Corporation, Vinh Hoa Science and Technology Company Limited, Nasu Sugarcane Company Limited...; there are 35 cooperatives applying CNC in agricultural production... These are typical pioneers, creating a spreading force in the development of high-tech agriculture in the province.
PV: To effectively implement the development of high-tech agriculture in the coming time, what tasks and solutions will the Ministry of Agriculture and Rural Development focus on directing the implementation of?
Comrade Phung Thanh Vinh : In the coming time, the industry will continue to promote propaganda and investment promotion; review and build a list of key projects and fields of plants and animals to attract investors to invest in CNC application, linking with farmers to organize raw material production associated with the construction of processing plants.
Promote the application and transfer of science and technology, especially CNC, apply advanced farming processes, good practices (GAP), and build production areas according to standards to ensure food safety and hygiene.
Taking enterprises as the center, prioritizing support for enterprises to participate in developing advantageous products of the province, especially enterprises with the capacity to access high technology in production.
Promote human resource development; enhance the transfer of scientific and technical advances to farmers; do a good job of replicating effective models into mass production, improving production efficiency and income for farmers.
Complete and supplement policy mechanisms; promote trade promotion and build brands for advantageous agricultural products of the province, including OCOP products.
Continue to replicate effective agricultural production models applying CNC; strengthen the direction of departments, offices, and People's Committees of communes, wards, and towns to regularly inspect and guide model owners to maintain stable, effective, and sustainable production.
